"As you are probably aware, three hundred of our mini drones are still deployed for surveillance of the town of Ponyville," General Holden said, "Approximately thirty minutes ago, an entire army of around two thousand soldiers teleported into the town, they appeared out of thin air. Approximately twenty minutes ago, they began forming groups of one hundred ponies each. There were twenty groups, and each group strategically spaced themselves an even distance apart in a circle around the town. Around fifteen minutes ago, what we could only assume were 'special agents' began briefing each group about a scouting mission, of which the goal was to locate our bunker. Around ten minutes ago, each scouting party took off, and one of these scouting parties are headed straight for Utopia."
"Right. Though, I'm disappointed in you general. I would've thought you would be able to deal with a couple of primitive horses by yourself," said Felix.
"I normally would, however, we have a few options here, and I would like to ask which of these options I should go through with," Holden said, "We can either intercept them before they reach Utopia, box them in and capture them once they get closer, or take the more peaceful approach and ask them to turn back or be fired upon."
"Hmm… well, I think we should go through with the third option and get them to turn back. I wish to show these people that we are not violent, nor are we looking to do them any harm. Once we prove to them that we are not hostile in nature, they will hopefully try to establish peaceful contact with us," Felix explained, "I'm not as impulsive as Atticus when it comes to my actions. If we attack them or take them prisoner, they will view us as a hostile and violent alien species, and will react as such."
"Wouldn't we just be defending ourselves from a hostile species?" Holden asked.
"That's why we ask them to turn back before we attack. We give them a chance to comply, not just immediately attack them the moment they approach. Just imagine this scenario," Felix began thinking of an example. "Let's say we found aliens on mars. Obviously, we would want to get a closer look at these martians to determine what they're like, see if they are a threat, and establish contact if it were possible. Now, imagine how we would react, and what we would think of these martians if they immediately attacked and obliterated a scouting party of a hundred people that we sent to scout them out. We would immediately view them as an advanced, hostile alien species, and we would react in kind," Felix explained. "But don't mistake my hopes for peace for weakness. If they prove to be a big enough threat, and if they try to straight up attack us, we will crush them," he added.
"Ha! We'll nuke them back to the stone age!" Holden joked, eliciting a soft chuckle out of Felix.
"Now, wouldn't that be a sight to see…" Felix responded.
"So sir, should we send a couple drones and ask them to turn back? Of course, if they don't comply, we'll have to attack them," Holden asked.
"Yes, that's my decision. Carry out the operation however you see fit. You're the general, and you're much more experienced," Felix said.
"Yes sir, but wouldn't you like to… oversee the operation?" General Holden asked.
"What for? You're the general," Felix replied with amusement in his voice.
"Oh… it's just… Atticus always oversaw our major operations, and would give me orders directly," Holden said.
"Well, I'm not Atticus. You're more experienced than me, and you should know better," Felix said. "I still wanna be here for the show though," he added.
Those pony's will be spiralling out of the sky like dead birds if they test Utopia.

I'm liking Felix more and more each chapter. By the way, if unicorn magic won't work in the bunker due to lack of ambient magic, wouldn't the other races be affected too? RD can't fly without magic in the air to push on which would make for an interesting interaction on her part.

You could just say there was some ambient chaos magic still in the air of that section left over from the leak. Being chaos magic only Discord and Eris can make use of it.
Adressing one particular group with a message to return or suffer potential defensive measures would be a tactical oversight... That would give the 'enemy' a direction to further pursue or base future operations on.
Besides that, it seems the drones aren't registering with the ponies yet, so disclosing their existence and potentially their capabilities might also count as a tactical error.
So just to be clear…. The grand victory Celestia mentioned in an earlier chapter was actually against a smaller fringe faction? Sorry I just wanted to be sure….

If they are still able to establish contact, they will be able to request (or force) them to begin the abolition process more smoothly. This would probably be done under threat of genocide against their species, but if they immediately attack, the ponies would immediately attack them back as well.
They also don't know the rest of the leaders of Equs already view them as the 'peak of evil', so they would also think they wouldn't be so rash as to immediately attack them.
And they will be able to obtain their location regardless of whether they captured them or asked them to turn back, since the party who was looking in that area would be the only one that went MIA.
Lastly, the martian comparison also had to do with their level of technology compared to ours. It makes sense to assume they would be scared of the Utopians because of their capabilities (which the leaders of Equs actually are). The humans are the highly advanced alien species in this scenario, and if they immediately act with hostility, that would make for a very bad second impression.

Delegation, good, good. Felix is proving to be already good in a leadership position, trusting his general and or team to do their job. Although, tbh, I would've had a meeting to get to know them better in my new position to set things clear that in no uncertain terms, he's not Atticus, and he'll allow them to do their job as necessary unless action is required.
That would clear up everyone in the top governmental positions so as not to have repeat conversations of the same thing with outs.

If the humans have hundreds of mini-drones and can establish some form of contact with each equestrian group... They can literally lead the Equestrians on a chase to the ends of the world.
Actually, that would be a tactically smart decision as it would force the Equestrians to assume the areas of drone encounters are human-controlled territories, which would mean to the equestrians that the humans could, would, can, and are controlling a large area of land. Which in order to control said land would mean an equally large human force.
It would make them believe the humans had a larger base of operations or multiple FOBs already set up, which they don't, meaning it would buy time for the humans to actually set up FOBs with less of a threat of Equestrian attack while on their territory.

Because right now utopia is HEAVILY outnumbered. Yes they have pretty much an advantage at every single aspect but with only 400 000 thousand people. They should do everything in their power to preserve themselves. Especially children. This is what most common people got wrong, preserving something doesn't mean that there is must atleast some of that thing around. Many just let the hatred in their hearts burn even brighter. The story ends where it began with the complete is complete an utter destruction of an entire world. But this time there is a smattering of survivors is survivors outside of hibernation pods. Among them are Twilight, Bob, chancellor Naysay, Fluttershy, the children of ponyville, the student 6, and dozens of all of all the races of Equss. Though their worlds are gone they look out looked out to the scarred planet with a feeling of hope and optimism. Knowing this is their chance to begin again. And maybe just maybe get it right this time. The ending or epilog could also be hundreds of years later. As as a fully grown alicorn Twilight recounts the story of the end. And their new beginning to a group of children from all races.

Seeing how others see Atticus, I can see he can a very commanding or controlling leader... I suppose in a way Atticus was a tyrant - prior and now to current events, with prior to him wanting things done his way, while now is he'll do anything to get waht he wants.
