He'd have a much easier time building a classic clutch/manual transmission than an automatic with a torque converter with Equestrian technology, it doesn't seem they have much grasp on principles of fluid power.
11085108 This is just a guess, but I believe the reason for the pitch is so he could semi-accurately determine shaft speed. If the machine is creating a certain pitch using the flap, then by guessing the amount of times the rubber flap needed to hit the bar to make that sound, he would theoretically know how fast the shaft is spinning. Octavia was simply there to tell him what pitch.
I am pretty much certain we are looking too far into it however.

Look up CVT. It's a type of transmission. Taking a power input and changing the output and n the form of different rotational speeds.
