Luna looks at her cards, confident she has the winning hoof. She narrows her eyes. It all comes down to this moment. Can Celestia have her beat? Nah, she must be bluffing. It's time to put her to the test.
"I bet the moon," Luna says.
"Interesting..." Celestia says, then smirks confidently. "I raise the sun."
Better hope it's a push.

So the two are playing a game. Luna thinks her hand of cards is the winning hand, or hoof. She wagers "the moon". "Shoot the moon" is a way of saying "all in" -- she's betting everything that she has the winning hand.
Celestia counters with a raise -- which I don't think is technically allowed in response to an all-in, as the other player cannot match (this prevents someone with more money from just automatically winning). In this case, the punchline would be saying that the sun is worth more than the moon -- turning Luna's "betting everything" into literally betting the moon, responded to with the sun.
So, "Bet the moon" countered with "Raise the sun" means betting everything, and that being matched with someone even more.
Implying, of course, that Celestia also thinks she has the winning hand of cards. Err, hoof of cards.
