I only belive half of that, I can't exactly pinpoint "the one" proof rigth now, but I think they have more freedome to do what they want then we think they have, especially in ponyworld.
I guess it's more a thing about the subjects agreeing with it or not in the long run, however again ponyworld. I mean instead of man against mean this is more like pony (man) against godlike being.
Maybe the story needs it, but I don't believe that they don't have the time.
Maybe it will be more about Celestia forcing her look of things on Luna and Luna later doing her own thing and ruling the way she thinks it's right.
Still nice enough. It was rather short, but I admit last night it would have been just the right size.

Yeah, what I was going for was that Luna only had a small amount of free reign during the week, and her royal duties make it seem almost meaningless, especially since she can't do the same things her subjects can.

I basically understand what your trying to tell me, but I'm still stumble about "free" reign.
I understood three possible things.
1.She wants to make her time on the throne to look important and is talking about it like that.
2.She just wants to use the small amount of time Celestia gave her to feel important.
3. You are actually meant that she doesn't have much time which at least as far as my comment went, didn'T believed.
There is just that small part that I'm not sure how to properly translate, which is why the meaning is a bit lost to me. Can you make it even more simple? I have not much problem with other stuff, but this is one of the sentences, that I seem to have a problem with.

Basically, it means she does not have a lot of free time away from her duties. It's like when you have very little time away from work and/or school to do what you want in your spare time.

Okay, I don't believe that but if that is how you want to have it in your story, then it is at least exactly like that in your story.
Of course it always depens on what is written in the story, but I don't believe that they have not much time at all.
I mean if we assume she sleeps the whole day which I don't know if she does it in your story and depending on how much control Celestia has over her here, then I can believe that she has nearly no time.
I guess I'm searching for a reason other than The rulers aren't allowed to work less then ___ - ____ hours or "the ponies" want it to be like that.

Maybe the Princesses are responsible rulers who recognize that, while they could, technically, spend all their time indulging their desires, the power and prestige of their position behooves them to spend their time promoting the well-being of their subjects. Luna is choosing to put off what makes her happy in favor of doing what's right. She is burdened by the weight of being a princess because she is a good pony and not one who would toss her duties aside to lighten her load.

More or less the same, I still don't believe that.
I also never said that would neglect anything or they wouldn't been able to fulfill their duties.
However depending on if you even "want" to believe it or not, I think they would have...let'S say something like 3-5 hours break per days without
this being the end of the world.
If something should happen in that time, well that Villain would have come anyway and would not knock on the door first.
I'm know at least that I'm not the only one who thinks like that, maybe not in this story but I am and I remember some stories and maybe even the show? I don't know, where they where practically there to solve only problems like "which fly" the nobles should wear.
I know they have paper work and everything, but no one is saying that they have to do everything alone, I don't really see them as immortal slaves to their duties. They would not become a bad pony for having time for themself, you made it sound more than bad for them to have wishes, as if they would only want to do nothing the whole day.
edit: I could believe that Luna wants to feel important ot likes her duties, but not that she is forcing herself because Equestria or Celestia wants it.
