Well, this is interesting on several levels. If I'm reading the timing right Gold Coast is almost a year old. Based on what was said about Flurry Heart, this is about the time when Gold Coast should start speaking.
This suggests that gelding is permanent, or at least, not often undone. Which, with stallions being only one sixth of the population, is actually kind of disturbing that no attempt is made to try to recover any of the geldings.
That is pretty much what I expected about Sombra, though I would have thought that his daughters would have been targeted as well as the Bastard Cull sought to eliminate all of Sombra's blood line. What Twilight had to say about what happened to such powerful stallions really drove home to Gold Coast his place in society. That Gold Coast hears that Candance put a stop to the Bastard Cull would help reinforce a belief in him that she would be some sort of sanctuary if Coast felt that he had no one to turn to.
At a guess, Gold Coast's magic is probably being redirected to fuel his growth. He is likely to be behind the average unicorn and pegasus foal until his growth spurt stops, which is probably happening to get Gold Coast to the point that he is able to start having conversations.
Looks like Gold Coast's sheath is growing back. The question is will Celestia make another attempt to follow tradition and use some method to prevent Coast's sheath from growing back? I can actually see that as being the incident where Coast starts talking. The stress of his mother trying to circumcise him again, as well as how everyone who hears him reacts reinforcing what he is being shown as his place in society, could well cause a surge-teleport.
On another note, I have seen no mention of Cutie Marks. Are they in this AU and Gold Coast just hasn't noticed them? If so, do stallions get Cutie Marks? If not, will Gold Coast get one regardless?
I dont know about you, but if i was Gold i would start to avoid being alone with Twilight.

I've always liked "What If?" scenarios. The most common type would be stories based on some alternate history. Eric Flint's "Ring of Fire" series is one such example.
This thought experiment of a world where only the females are sentient and the males were not, with a "what if?" of a sentient male added to the mix is so far out there that I cannot help but be fascinated by it.

I can see that, understandably, males are sorta stupid and mainly instinctual in nature. The fact that Twilight and others are so casual on the topic of geldings and seeing males as commodities for political ties, in front of Golds, will just pile on stress as time goes on. Twilight also being rough with him at every opportunity to study him, and without any current means to voice out his protests from such treatment, she might slowly trickle into more and more invasive methods so long as she not caught or Golds being unable to express the severity of physical or mental trauma that occurs. Before you know it, she might even try to take one of his testes just on the possibility that he can grow it back...
Now with more context on the exploits of Sombra and the following purges after his fall, I feel that the Crystal Empire is the last place he could ever feel safe. Sure his cousin is there and is ready to care for him in times of stress but the citizens there are the very same people many generations ago with archaic views of males and had already been through the reign of a powerful, intelligent male. As soon as he's noticed in holding even the slightest spark of intellect, the paranoia that might exist from him just being an alicorn male, will probably explode into hysteria.

I had understood that Twilight would be a source of stress but now that I think about it I'm not sure I realized just how badly she could harm Gold Coast.
As for the Crystal Empire, I don't believe there is any other option. Candance was the only one who put forth the possibility that an alicorn stallion might be different so she would be more able to take a talking Gold Coast in stride. She managed to halt the Bastard Purge so she should be able to, at least temporarily, create a safe haven for Coast inside her castle. What is more, she is raising Furry Heart so she understands alicorn foals. So when she gets a look a Gold Coast she will be absolutely horrified.
When Candance warned Celestia that an alicorn stallion might be different, Celestia assumed that she meant that Gold Coast might not be immortal. I think she was actually trying to warn her that alicorn foals in general were different from other pony foals. Furry Heart is portrayed as a super strong, super magical infant for a reason. Alicorns in general are stronger then the size of their muscles should indicate, and they have an enormous magical reserve, and their foals reflect that. They are also significantly larger then other species of pony.
What does Celestia do? She proceeds as if Gold Coast was a typical foal from the other species of pony. His growth is considered abnormal. His lack of muscle development is attributed to him growing to fast for his muscles to catch up with. His control of his magic is slower than that of an unicorn. If one thinks about this, these statements do not add up.
Alicorns mares are significantly larger then even the largest mare of the other pony species. It therefore stands to reason that an alicorn stallion would be significantly larger then the largest stallion on record. And a species whose adults are larger then the adults of another species, but takes the same amount of time to grow to full size will have a faster growth rate. In short, Gold Coast's growth is completely natural.
Typically, a baby would develop their muscles as they grow because they are getting all the exercise that they need with all their rambunctious play. All Gold Coast has as a playmate is a gelding, who would therefore would be more sedate and not able to give the challenge that Gold Coast needs to properly exercise his muscles. To be a proper companion for Gold Coast, Pound would need to be intact. Instead, he was gelded for being "aggressive," when he might have actually just been trying to get attention.
As for his lack of magical control, Furry most likely got her control by being coached by her mother in a happy and safe environment. Gold Coast's mother is almost nonexistent, gone for days on end. His teacher is a mare that, while she tries to help him, is unknowingly discouraging him at the same time. And with the ever looming knowledge that stallions who stand out are almost habitually killed, and his own mother let it happen because they "were just stallions," Gold Coast is most definitely not feeling safe. No wonder his magical development is stunted.
Even if Gold Coast's mind was as other stallions, Celestia had completely messed up raising him.

It's possible that because he's sapient, that his growth and development is irregular. Since he can understand and comprehend the words constantly spoken to hammer in the fact that he's a "thing" to them and that him being exceptional may actually be a death flag, his mounting stress may in fact be unconsciously forcing his magic to "solve" the problem. That being, accelerating his growth to handle the "danger" his current environment holds, mostly so he can escape.
I believe the real reason of Pound's circumstance is his sister, like you mentioned, his "aggression" may be that he tried seeking attention where his twin takes priority because she's more a person to groom and raise than the animal that he is. So his mother gelds him, now that he's useless as a means to continue the family line, he's offered as a gift to serve Gold, as a final use to his otherwise purposeless life as a means to get in friendly with the Princesses.
As things are going, I'm not gonna be surprised if Golds decides to flee within his first year of life if his body has developed sufficiently to do so. He's freaking out about not doing anything to being neutered be it of things he can't help, his growth, to his intellect, there's no winning in a world so heavily built for institutionalized discrimination based on gender.

I still maintain that Gold Coast should have a faster growth rate then other pony races, but you may be right that his magic is pushing him to grow even faster. Still, that is just magic in general, not control. Coast's magic control should be developing faster then this.
I agree with you on what happend to Pound. However, with stallions being only one sixth of the population, there would be thousands of mares forced to go without stallions in their lives. Gelding for such trivial reasons turns that into tens of thousands. If for only that reason I would have thought attempts would be made to rehabilitate the geldings. That they do not seem to do so is highly disturbing.
The problem with Coast running away is that there is only one possible safe person for him to go to, and he has no means of determining where Candance is. That is why I think it will be a surge-teleport.

The males here are a clear, precious resource, in terms of maintaining the current population that allows Equestria to function. Yet, unlike the treatment and reverence in 'A Different World' does for its male population, the callousness that females here display, makes one question if there actually are state run programs to ensure the species survival. There may indeed be crazy and horrifying things happening in the background.
-City operated breeding facilities with males forced to impregnate mares by the hundreds
-Small villages with shacks or underground dungeons with the designated 'Town horse'
-Rape squads of lonely mares
Even if a herd at best holds half a dozen mares like the Mane 6 with Flash, there just can't be enough stallions to reasonably maintain a population, where each birth cycle over time just churns out more females, who in turn make more, slowly creating competition to mares who just couldn't have children in time. Which might actually explain why this particular AU is so vastly different than the author's other AU, lonely mares over time, shaping the culture of stallions to be things to want but only to give them what they need, children. The potential bargaining or rape culture developed over the millenia into the culture that Golds woke up into.

All such things are possible. If so, I cannot see Celestia tolerating them unless she thought that they were a necessary evil to keep society going. She probably never stopped to consider that the practice of gelding was being used in place of mares actually taking care of their sons, and thought that of the stallions being gelded, few of them were not aggressive or had some fault like a genetic disease.
The heated arguments that will be coming up when she learns that Gold Coast is sentient may get her to start thinking about the issue, at least enough to commission a study or two on the background of the stallions being gelded. If the results are anything like I think they would be, Celestia would be horrified that the practices you mentioned were happening due to an artificial stallion shortage, and start taking steps to limit the practice to more legitimate reasons.
All in all, I suspect that pony society is on the verge of a social revolution.

I can't even hold any faith towards Celestia, thousands of years old, had plenty of children through it all, and just when an alicorn is born, a male no less, she continues on with similar treatment as she's done before, despite the irregularities with his development. The fact that something as gelding a colt cause he's rowdy and the passing of said gelding as a gift to another doesn't have her batting an eye, she's in on it. Especially when other royals had sent Golds geldings, no doubt their own sons or that of their nobles, along with their daughters, everything that is horrifying to Golds is just the norm for Celestia.
Imagine, he talks during a time of duress or happiness, and the first thing she does is tries to reject that he's abnormal. Continue that everything is normal while forbidding him to talk in public. The thought that her own child may in fact be aware of everything around him, everything ever said, ever done, is comprehended. It would mean he himself could reject everything, reject his betrothals, ruin political ties that came with it, run away... become a monster.
Would she be excited or terrified?
Though of course it's speculation for if things take a negative turn. I'm just pointing out that with a world and cultures so set in their ways in placing sapience over species camaraderie between genders. I can't really see favorable results on his part, no matter the potential happy arc the author could try to squeeze out of it. Will he be seen as Sombra 2.0 or forced to become it? Only the author can know.

I understand how you feel towards Celestia on this, but please try to understand. This is over a thousand years of life experience working against her. She is busy, and she has learned how to still make sure that earth ponies, pegasi, and unicorn colts are taken care of. She has no experience with alicorn children, so she has no reason to believe that an alicorn colt would be different. So she is doing as she always has, never realizing that alicorn colts are far more sensitive to their surroundings, much less that they are sentient.
Looking back, I wonder if Candance suspected something was up. She is suppose to be able to sense love. Perhaps she sensed a difference with Gold Coast, but didn't know what it was?
As for how Celestia will react, you are assuming that he talks before making his way to Canance, either by a surge-teleport, or by running away.

I assumed and left the cause of his reveal vague to duress or joy, since it's the author's discretion to even give Gold the ability to speak. If anything, barring the use of speech, overt displays of true sapience such as drawing or writing things under witness can be just as powerful than him simply talking. To that end, there will be plenty of things that could warrant his need to flee so early, let alone within his first few years. With the understanding of Sombra's case, it'd be easy for him to reason out why going to the Empire is a no go, even with his cousin as ruler.
You're really holding out hope that a surge is gonna conveniently pop him within range of Cadance, it could actually send him anywhere else but there. Given that possibility, I could even look forward to him trying to stay on the run, eke out a living or conveniently meet someone as a love interest.
Who knows, plot can go out the window with such wildcard actions.

Hey, fun thought. Since Thorax is a ruler in this AU but is still basically a big bug horse with a harem of anthro ladies. Does that mean in this world, his arc was just a dumb baby dragon Spike wandering around like a lizard in the snow, and met a dumb bug horse that was simply tamer in nature than his kin. Does that also mean that at the wedding, it was a horde of dumb horse males banging into the forcefield because they were ordered to? Huh...

No, it doesn't, but it does put things in perspective. If this is what is considered to be appropriate treatment of colts then it is quite easy to figure out what went wrong with Sombra. The story given to us is that Sombra killed his own mother, but did Sombra really see it that way?
Sombra was an orphan that the previous ruler of the Crystal Empire took in. If the way Gold Coast is being treated was the same way that Sombra was treated, then Princess Amore merely visited him from time to time, never truly bonding with him. And anyone who has dogs knows that they frequently have to be trained away from behaviors that we would not like. If no one bonded with Sombra and trained him from the beginning away from such behaviors or taught him to respect mares, then there would have been no moderating influence on his instincts.
With no bond with Princess Amore, and no one training him against his instincts, what the mares would have seen as a powerful stallion murdering his own mother and then raping the mares of the empire, Sombra would have considered to be his rightful claiming of the mares of his herd by right of him having defeated the previous herd leader, who he would not have considered himself to have any connection at all with, let alone have considered her his mother.
Also, on another note, I think that we were all wanting something dramatic with saying that Gold Coast would teleport or run away to Candance. It could be something as simple as Candance coming for a visit, and not seeing any reason not to take him to join the family at dinner, with Celestia's response leaving Candance speechless and shocking Gold Coast into speaking, and possibly crying.

I'm not so sure that Thorax is just a "dumb bug horse."
For a changeling to be able to pass itself off as a member a another species it would have to be able to mimic not just appearance but the species' mannerisms as well. While there are some non intelligent species that can do that most are specifically designed in appearance to do so. The only creatures that are not special designed to to so and still take a part of their body and make it mimic another species are highly intelligent, such as the various species of octopus.
A creature that can change its shape at will and blend into any local population without having the intelligence necessary to study the habits of the species it is mimicking, as Thorax is being presented as being? I'm not sure that I buy that.
Also, per the author's note in the chapter Thorax was introduced:
This basically implies that Thorax is the only stallion that the changelings have. So why risk him out and about, even to such an important diplomatic function?
Could the bugle have actually been an in plain sight way for Thorax to communicate with his changelings, much as one might use a bird call to hide a warning?
Changelings are not well liked to begin with. If it was known that their stallion was sentient, then the females of the various species would have taken it as another mark against them, and made efforts to hunt the changeling king down. Thorax publicly pretending to be just like the other stallions of this AU would cause everyone to overlook him and look to, first Queen Chrysalis, and now the harem, as the true leaders of the changelings, thus giving Thorax some protection.
If this is the case, and the changelings confirm that Gold Coast is also sentient, then they may be able to help Gold Coast.
Not only does Gold Coast need to be properly socialized, but to gain acceptance that he really is just like the other sentient beings, he needs to be regularly visible and do things that the mares would do. That means that he needs to go to school with everyone else. If the changelings were to infiltrate the schools ahead of time, they could watch over Gold Coast and help him out if there are any problems.
This also means that there is a deadline for Celestia to handle all the legal problems, get the Blood Ties contracts changed, as well make any necessary preparations to help and protect Gold Coast prior to going public. The deadline being when Gold Coast should go to magic kindergarten. The start would probably be Gold Coast's first birthday, when it would be natural for Celestia to invite Candance to a his birthday party. Once there, there will probably be an incident that gets Gold Coast to talk, or perhaps remembering Candance's promise that he could go to her for help, Gold Coast will take a chance and speak to her.
at first i did like this but now after reading this chapter and finding out mares thoughts on how colts should be treated as if they are things and primitive i dont want to keep going, if i was transported to this equestria like gold was for him i would suggest pushing for reforms or rights or something as for me i would raze this equestria to the ground these are toxic thoughts and should not be allowed to spread like they have and become the norm
I'm quite enjoying this. The difference between genders where the males are pretty much of dog level intelligence and that females are smarter. Gold being an intelligent male is the fun part. If this was from a female perspective or of third person it wouldn't be interesting, but it's from Gold and that gives us some nice perspective and eagerness to see him show them the error of the thinking. I'm kinda hoping he stays unable to speak like a normal male, but instead be able to understand stallions like they are talking. Be able to control them, organise them much more efficiently than females. But that may be to far fetched.

Hmmm...this is an interesting story so far and can’t wait to see where it goes also waiting for that faithful chapter where he says something along the lines of “stop treating me like a damn non sentient animal! Stallions may be primitive but that dose not mean we are not intelligent in our own way!” Anyways can’t wait to see more and hope to see it soon.
