I know these stories aren't technically about being adopted or focused on such things but Mordane Stronghoof, Changing Expectations, and Dexter's Lab: Equestria hands down the best HiE fics in recent times which all also happen to all start the character as a foal with some sort of parental figure.

All fics are currently active and ongoing, with Changing Expectations having a sequel. I've read a bit of Oh to be Old Agian, and the closest thing to it here is Dexter's Lab. Honestly the start is literally identical if my memory serves me right.

It is a rewrite of they first two stories he wrote here. The first two are still available, to his credit, he never pulled them. It is a HIE brought back as a rather messed up foal in what boils down to Moscow. He ends up in the Equestrian foster care system and grows up in a not so nice border line dystopian Equestria. He grows up throughout the chapters and in the current chapters (recently published) is a young adult.

While I will warn you that it is a RGRE (Reverse Gender Roll Equestria) It also has a dam good plot an well written characters with some dam good villains in the mix and a Celestia I wouldn't trust to turn my back on.
