Give me a moment to collect my thoughts about what has been written. There are a few stories like this, Celestia manipulating events in the background, "Potential" is one and there is one other I like as well. This is the kind of Celestia I like, yes she is being manipulative but it is for a good reason and one that knows the burden she carries, she is not a tyrant nor a troll but a pony that will do what it takes. I look forward to the other chapters.

i love/hate these stories. I tend to hate it when Celestia goes behind other's backs, regardless of reasoning. Yet in those cases she's doing it to some unknown end and or selfishly, here it's a good end, and i ted to like this version of Celestia.

I think this is a very interesting analysis of how events could be orchestrated benevolently from behind the scenes. There's the occasional grammar error but they tend to be minor.

BRIEFING:
The incursion will be lead by a joint operation beteween the Equestrian Navy SEAPONIES and Stalliongrad's GRU SPATZNATZ, both mainly supported by the Celestia's Royal Guard, Luna's Royal Guard, and Equestrian Army's RANGERS, heavy infantry, Armored Tank Battallions, and the First Gyrocopter Tactical Strike Squadron lead by Colonel Pinkamena Diane Pie.
The Initial assault will start with the tanks taking the lead supported by the heaqvy infantry's APC's(Armored Personel Carrier) and LAC's(Light Armored Charriot), The Gyrocopters will provide close air support, at this point, the regular infantry will commence the assault over the areas where the diamond dogs were previously spotted, they will get rid of any kind of traps and contunue the advance towards the know cave entrances and burrow holes, Once cleared of any enemies and traps awaiting then in this stage of the operation the SEAPONIES, RANGERS AND SPATZNATZ will get into the caves and take down any oposition inside of it by any means nesesary, this is a Black Flag operation(No Prisioners, No survivors)
Following the the next stage of the plan, then the CMC Demolition Special Forces Team will set the explosive charges in strategic points and random places(Mostly Random) all along and over the tunnel network, then at the center of it they will put the main Rainuke, at the northern side, another rainuke, at the southern... Rainuke as well, the same goes for the eastern and western side of the underground complex, once the teams had manged their objetives and retreat, they will mark the target site for the Equestrian Air Force First Special Tactical Fighter Squadron: Wonderbolts, so they can droop their Magic Guided Prescision Anti-Bunker Bombs AKA: The Bunker-Buster, then the First Special Black Operations Air Command Squadron: Shadowbolts will droop "Nigtmare Fuel" Air Explosive Bombs, and finnally a Bomber Flying Cart will droop many Unguided Bombs large size in a carpet bombing run all over the area, finally the CMC Demolition Special Forces Team will action all the explosive Charges and the Rainukes at the Same time from a Safe Distance in their General Head Quarters... AKA: Applejack's Old Club Tree-House
Now you would be asking why wastng so much resources to teach a lession to any enemies of Equestria after foalnapping a Pony... well, because there's no kill like OVERKILL!!!

498675 Actually I can see this large scale operation being covered up to the public as either a mock battle, a war game with live ammunition, or a multi-branch joint practice of all the Equestrian Military Deffense Forces so the armed forces doesn't get rusty or loose their edge

Not often do I read a 'behind the scenes' story that I really enjoy but this one is golden. A very imaginative look at many secondary and fanon characters. I'm favorite-ing just in case you add any further supplemental chapters. SISTERS could make a really cool spinoff series.
