Eventually, I think he may. He's already begun to let his pity for her outweigh his hatred of her past actions/opinions. In time, that pity may well shift into actual compassion &/or guilt, which, combined with Luna asking him to do so, could lead to his regrowing her leg; hell, if he's feeling supremely generous, he might even restore the functionality of her wings (he knows EXACTLY how he ruined them & has a photographic memory, plus the skill to undo what he did). It's not certain, but it seems plausible, at the least. Besides which, he could stand to learn how to be a more forgiving sapient virus, & fully healing Chelly (& also ditching the cheeky nickname) would be one of the most forgiving acts he could perform.
Or he could just let her wallow in her own agonizing guilt for the rest of her (potentially VERY lengthy) life. You know, whichever.

Pretty sure I recall it being mentioned by Jerkyll at some point that he somehow consciously suppressed his Blacklight and Redlight from propagating, or at least stoped all of his Blacklight cells from producing any Redlight. I can also assume that his viral-omancy should be able to include controlling Redlight as well, same way Greene, and then Alex's Ecolved could control other infected; or at least as much control as Heller had in order to be able to clean up the Mercer Virus across the entire red zone in proper Deus Ex fasion at the end of the second game.
Not to mention how you'd assume Jack would notice this rather important tidbit by now and act accordingly around any non-infected. Or at least question why Nightmare Moon and Luna were immune every time she previously drew his blood despite a previously known norm.
Nah, I'd rather assume that Jay just hates Celly in particular at a cellular level, the same way he described earlier in the chapter. Or maybe it was some kind of reaction between J and Cel, some Fate/balance mumbo jumbo that Crimson was actually trying to prevent discovery of.
I now feel the intense desire for a heroic rival for Jekil, one that would burn the torture pit under Fillydelphia to ash.
You know, not as in zealous asshole Shining or Ashen, or oblivious friendship warrior Sparkle, and don't even suggest Celestia, that ship sunk from chapter 1. I'm talking about a real, genuine lawful good character, or maybe a neutral or chaotic good one for flavor. An actual hero that happens to pose some kind of challenge to Jack.
Maybe even Luna.

The problem with that is that Jey would have no qualms in killing him instantly, the only way I see Jey having a rival is give this “hero” some powers or abilities immensely powerful and even there, Jey has powers that would probably easily overpower anything but a god. Remember that Jey is more a killer than a fighter. He doesn’t immobilize and detains his enemies he straight up dismember them and eats them.

I have this nagging feeling that, when all is said and done, he'll actually ask Luna to kill him - or manipulate things to put her in a position to do so. Once everything is revealed, she'll break - and, in a sense, that's what he's counting on. This world was broken from day one, and this guy is sometimes showing shades of Zero.
It would put Luna in the perfect position to become the benevolent ruler of this new, united world... I wouldn't be suprised if that's where he's going with this, eventually.
I don't expect these word-plays to become stale anytime soon, on the other hand. ;]

... it's entirely possible that his family was replaced, but I find it wasteful to replace the whole family. I think the real family is somewhere else, entirely oblivious. He'll never know, though... and I feel that, should he return home, he'd probably kill all of them, just to be sure they weren't impostors. So yeah...
