Ironicially, I bet it's because of their own reputations that no Canterlot lawyer would even want to represent Rarity in her defense. Forget about the possible golden chalice of a case of defending an Element of Harmony against charges that she didn't commit. They have to go against dragons. Looks like Twilight is gonna have to do it for Rarity's sake--I think Master Ash would respect Twilight at least and be fair.
Why didn't they think of asking someone in the Crystal Empire? Or Manehatten? I hope that they didn't just limit it to Canterlot. Hell, make a Turnabout Storm if you have to and get Phoenix Wright here (though if that was the case, that should have been done about a couple chapters ago).
Plus the others don't know that Rarity has already pled guilty to what she did to Ember and explained her side to it. I really hope that Ember is able to get to Master Ash, because I gravely believe that unless she or Princess Celestia is able to get to Master Ash or Twilight lawyers up in time, Rarity is gonna get toasted like a marshmallow--literally.

These are some of the most powerless and pathetic authority figures I've ever seen.
Ember is not a ruler. She can be summoned, kidnapped by her own subjects, plotted against to her face, and can't do a thing about it. Not that she's even trying; she just skulks around and wishes for someone else to fix things for her. She might as well toss Garble the scepter and have done with it. Ridge was right: she's not strong enough or smart enough to rule.
Celestia and Luna have decided to supinely acquiesce to the kidnapping of a national hero from Equestrian soil. They do not have an alliance with the dragons. They don't even have normal relations with the dragons. They are subjects to the dragons. Celestia is going to beg her superior for clemency.
And now we're at the nadir (let's hope) of pathetic "rulers": Luna can't find a lawyer. Her subject is in deadly peril. Not just a subject, someone to whom Luna personally owes her sanity and position. This is someone to whom Luna owes an incredible, proverbially unpayable debt of gratitude. Every breath that Luna breathes as a free individual is possible only because of Rarity. And for that...Luna will talk to a lawyer.
No, Luna didn't fail. Failure implies trying. Trying implies effort. Luna exerted no effort. Like Celestia and Ember, she has chosen to risk nothing of herself for those she claims to care about and instead has reposed in utter passivity. She's just going to give up.
Well, there's still Cadance. Maybe the Princess of Love has a spine.

no shit she can't get a lawyer: the ENTIRE point of having a lawyer is to have someone who knows the laws, practices, and proceedings of THAT court! Someone that knows how to fill out the paperwork, who knows how to present evidence, who knows what to say to the judge and when to say it, as well as being able to "paint" a picture of the incident to the judge/jury through the evidences, witnesses, and experts called upon throughout the proceedings without having any of that thrown out due to being "out of order", "filing the paperwork incorrectly", or "abusing/ignoring significant technicalities"
Makes sense that she declare herself guilty.
To be honest, I'm having a hard time figuring out why anyone would want to be Dragon Lord when it seems like it's just a title with no real power behind it. With many other stories, Celestia listens to either the nobles or is just following some dumb rule but at least she's calling the shots. Here, however, there is a council that does the ruling and Ember is treated as but a diplomat and a figure head

Ember does have power and she does rule over the dragons, but the point of the Dragon Council is to not only advise as they have a bunch of elderly, wise dragons, but to take part in making some of the biggest decisions for the Dragon Lands. Stuff such as the visit to Equestria had to be discussed with Ember because this was a major first since this is an attempt to bring peace between dragons and ponies after years of hostilities like we've seen in the show.
The attack on Ember made the council think that Ember was unfairly attacked and have decided to step in and take matters into their own hands about the situation. Ash wants to know the truth from both sides, but at the same time, the fact that the Dragon Lord, basically their leader, was attacked made the council react and immediately start demanding answers. It's more of an overreaction by them as they try to quickly step in to take control of the incident and figure out where to go from there.
Ember is just overall feeling lost at this point. So much has happened from the fight her and Rarity had, to Spike stating he hates both of them for what they did, to now every dragon thinking ponies are terrible and some considering wanting Ember to give up the Bloodstone Scepter and allow a new Dragon Lord to come in and rule over.
But trust me, Ember isn't going to take much more of this crap.

Ok but I do hope you can see it from my point of view. Ash seems to be calling all the shots and Ember could stopped them from taking Rarity. I mean, don't dragons like to show off their physical prowess? I guess in the end Ember is just looking less and less than the fiery dragoness most know and love.

When it came to Rarity's arrest, Ember was just blindsided by it. And she was trying to tell the council not to trust Garble, but the pics shown by him have convinced the council otherwise.
Ember is just at her lowest point right now. She's just overwhelmed with everything that has happened. It's only natural with how things are falling apart that she feels down and not as fiery like she normally is. I assure you that will change.
