The only problem is that there's no reason to call him to the stand in this case. Rarity is being put on trial for attacking Ember. Whatever Garble was up to is immaterial and a distraction from the matter at hand. But lets set that aside and assume they call him anyway. Frankly, the most devastating testimony he could give would be the truth.
Garble will be like, "Yeah, I was there. I don't trust those ponies, so I wore a disguise. Did I commit some crimes? Yeah, I did. Maybe that was a mistake. But you know what else?" And then hell rise to his feet and point a taloned finger at the defendant and say, "I totally saw that bitch Rarity fighting with our beloved Lord Ember with my own two eyes. I didn't see who started it, but I know damn well that our gracious ruler was sucker-punched by that two-bit whore!"
And, of course, gavels will be banged and his speculation will be stricken from the record and grave and ominous sounds will be made about investigating the crimes he casually glossed over, but none of that really matters for the purposes of persuading the all-dragon jury that their glorious leader got attacked.
Anyway, I hope to see Twilight give her shiny new bar card a workout before returning to Equestria in triumph to disbar the entire bar association for utter uselessness of it's membership.

But there is a reason to call him to the stand. Garble is an accessory to the crime and accessory can be convicted. However, if Rarity isn't convicted, then Garble is fine. This is all going by Columbia Law, so Rarity should hope for a light sentence.
This story is making me study law, I think I need help.
Oh and because the honor student in me, Citations and Links!
Columbia law

Garble did commit his own batch of crimes that he could be held accountable for. I'm not a lawyer, but the prosecution might be able to pull some legal shenanigans where he gets off light for those in exchange for his important testimony against Rarity.
God only knows how this draconic legal system is supposed to work, though. I doubt Columbia Law would approve of the judge being the same person that was harmed in the crime.
No, no. This is fine. Good literature - or even bad literature - is supposed to open you up to new concepts and ideas you wouldn't have considered looking at before.
Great chapter
Hm? Why is he limited to just one time? He did pass the exam, didn't he? Is the problem him being fast tracked? Him being a dragon?

I think the hope is to link him to deliberately provoking the fight, which, if they can make that clear, while it might not make it so Rarity didnt do illegal things, would probably lessen punishment and, rather importantly, make it clear to the council and populace that war and hostilities shouldn't proceed as a result.
It's nice to see Matches friendship with Ember be salvageable, although I still find it odd that Spike isn't talking to Ember yet...

Problem is being fast tracked. As explained in the last chapter, those who want to take the Bar Exam have to go study law in school for a few years.
I know there are states here in America that don't require you to go to school to take the Bar, but Equestria doesn't follow something like that. It's a one time deal for Spike and Twilight to be lawyers.
Fantastic. There starting to connect Garble to the incidents, Ember makes up with Matches, and they figure out a plan to catch Garble. I can't wait to see what happens next.
Before I start reading this, I have to ask. How much clop is in this story?
8715876
No clop yet. This was originally started out as a Teen rated fic, but by the "Meltdown" chapter, I changed it to Mature because of some nudity and a possible clop scene later on.
