This makes my brain hurt... it's blue and black. No matter what angle, what lighting, looking at it on different devices, looking at pictures taken of printouts of it.. always blue and black.
The rods/cones thing is probably bullshit. The image is merely extremely oversaturated and it causes an ambiguity resolved by the amount of light the dress is perceived to be under. Look at the CIECAM02 color appearance model. Please note it's an old model from 2002, and it doesn't use perceived lighting, but the brightness of the background instead.

I couldn't see it as blue and black for a few minutes until I squinted, and then I was able to switch my perception back and forth. This image was very fortuitous; I haven't seen a greater ambiguity. Anyway, my ability to switch perceptions back and forth like any other illusion is a big indicator the phenomenon isn't biological.
