Prophecies are frustratingly vague at best and prone to misinterpretation at worst. A thousand years after the prophesy of the return of Nightmane Moon was given I had all of Equestria on watch for what horror would be unleashed. A century later I was imprisoned in the moon.
Canterlot surrounded by a dark angry cloud. There is no clear threat this prophecy speaks of but I can feel the malevolence of the swarm and know it means harm to me and my subjects.
I would have Canterlot prepared. I would have the city bristling with enough weapons and magic to slay ten thousand dragons but Celestia will not allow it. She cites a thousand years of peace as defense for her pacifism but she knows nothing. The world watched our bloody civil war in terror. Word spread to the four corners of how the paradise of Equestria had savagely bloodied itself. How I had bloodied it.
For centuries we were feared and for centuries Celestia’s platitudes staved off the advances of our enemies but this prophesy speaks of a very near day when a conqueror will set their eyes on nothing less than the whole of Equestria. If Celestia will not allow me to train her guard in earnest then I must ensure that my own stands doubly ready for the coming storm.

This fits in with my theory that fighting Luna during the Nightmare War so traumatised Celestia that she doesn't want Equestria to have any kind of active defence. The very thought terrifies her and gives her nightmares.
It is certainly one possible reason for Celestia's defensive strategy and how totally unprepared she was in A Canterlot Wedding. She had been blinding herself to events because she didn't want to see that a new era of strife and disharmony had come upon the world. She even treated her beloved student as a liar and a delusional child because the alternative was to realise that the Era of Peace had come to an end and she couldn't handle that on a profound subconscious level.
It might also explain the near-incomprehensible decision to send Twilight and her friends to confront Sombra rather than an army (something that canon!Luna clearly would have preferred). She is still trying to fight against admitting to herself that the world has changed and that the passive peace of the past millennia has come to an end.
It's prophecy, not prophesy (which is a verb).
