I really don't see this costing him his position as Emissary. I mean he has a good track record speaking for him as well as the following
1) there were clear mitigating circumstances in this case
2) in most cases the rest of the staff would work as a team to solve issues
3) Celestia had his memories when she recommended him so she would have been fully aware of this issue and not considered it an isdue
4) while Celestia did want to appoint him as Emissary techically he did call for a vote and was voted in by his peers so at worst he would be facing potentially a vote of confidence perhaps before being removed
Even if he does lose the position he would also still be economically stable due to the royalties from the telegraph invention he gave to Filthy Rich
He could therefore become a stay at home stallion to watch over the foals while his mares pursue their careers.
The worst I see coming from this is Razor mother latching onto this potential mental instability as a fall back for stating why Razor should not have him as her stallion once Razor clears away all other reasons through logic. She can state either he may fly into a rage at her or worse pass it to the foals or hurt them in a rage.

I apologise, its a badly confusing play on the definition of Horse, Equus, being Hippo, as in the early horse, Eohippus, and Hippopotamus meaning River Horse.
Seams like everyone's been having a bad day. I hope we get to see a little from Razor's perspective, just so we can see just how scary she can be when enraged.
I'm just a little bit curious as to why Artex is so willing to humiliate himself and risk losing his position as emissary for the sake of the ones who had wronged him so grievously. Razor's brother may have been goaded by Artex's sarcasm, but that was hardly a reason to act out as violently as he did. He may not have wanted to kill Artex or even harm him for that matter,, but In the end that's a bit of a moot point. His actions were motivated by bigotry and hatred and that simply can not be allowed to fly. Other than for leniency when it comes down to passing judgment, Artex really isn't obligated to help any further than that.
As for what happened at the hospital, I really can't fault him for his actions and behavior. The only thing he was guilty of was reacting badly to an already bad situation while in the midst of experiencing the worst pain in his life. His outbursts, while unpleasant, were harmles for the most part. Really the most over the top thing he did was break that pole to make his walking stick.
I really don't see any reason for him to jepordize his position as Emersary for the sake of clearing up the mess created by others. Because while it is true that Artex could have handled his situation a little more gracefully, the mare who was charged with his care was neglectful of his needs as patient. Had a nurse or a doctor been around when he woke up, they could have explained everything to Artex and possibly avoid the chaos the ensued once he broke out of his room. Instead it seams as though they just stuck him in a corner and left him there.
The bottom line, is that Artex owes these ponies nothing. If anything they owe him.
All that aside, I'm very much looking forward to seeing where the next chapter takes us.
One thing that seamed a little off was how Cloudy Skies just seemed to disappear. When last we saw her, she and Artex were splitting a sandwich but is nowhere to be seen at the beginning of this chapter.
Oh and I realize that you probably get asked this a lot, but could you possibly make a blog post with a listing of all the Kavim family terms? It's still a little confusing remembering the difference between a lamane a lamine and a petamine.

It's up to New Humansville to decide how and when their emissaries are chosen. Whether that emissary is royally sanctioned is up to the Crown. Celestia chose Artex knowing of his mental condition, and even with this, has little reason to revoke his status as royally sanctioned, because that would come as a cost of goodwill with New Humansville, something that she has worked very hard to get.

What if Artex had been exposed to Foals Rolls?
My thoughts:
Foals Rolls were created so parents would be able to track down their little ones if needed. But Equestria has a magic phenomenon that Foals can experience. Magic Surges.
In the show it only is seen with unicorn/alicorn foals, but Earth Ponies in this story have been shown to have active magic capabilities. So, that means Earth Pony Magic Surges are a potentiality. Ergo, Pegasus foals also have this potentiality.
Question:
What if Foal Magic Surges could be triggered by high/unstable emotions?
My thoughts:
Earth Pony Foal Tantrum Magic Surge = Bam Bam from the Flintstones = House shaken so bad it's foundation is "earthquaked" apart from it.
Pegasus Foal Tantrum Magic Surge = Spontaneous micro-tornado formations = Cloud Houses torn apart with a wailing foal at the epicenter.
Unicorn Foal Tantrum Magic Surge = Roll the chaos dice and see what happens = Anything could happen.
Alicorn Foal Tantrum Magic Surge = DANGER! DANGER, WILL ROBINSON! = I have already been running this whole time. Get ahead of me you fool!

What if Foals Rolls had a second "feature" enchantment, Mood Stabilization?
My thoughts:
The purpose of this would be to remain low power so that emotional development isn't arrested. Just to be enough to lessen the severity of any accompanying Magic Surges. The difference between the tracking feature and the stabilization feature would be that the tracking is timed, but the stabilization would be fed by the ingestor's magic use. Soon after the roll is metabolized the stabilization starts deteriorating over time due to the foal not using magic like during sleep. So it is expected that the stabilization enchantment will fail and fade away after a time, but until then the Stabilization Enchantment basically resides in the intestines closest to the backbone. The shortest path to the mind.
This would make the Foals Rolls useful not only as a subtle tracking beacon, but as a sweet treat you can give an upset foal just in case they Surge then or later. In the event of a Surge, you know exactly where your foal is and the stabilization keeps the emotions to where you can approach your foal, take them into your hooves, and calm them down easier and safer than otherwise.
Question:
What would this have to do with Artex? The Foals Rolls were so long ago, it shouldn't be affecting him.
My thoughts:
The stabilization depends on no magic use to breakdown and Humans can have Passive Noun and Verb Combos, thus constant magic use. Now when Artex first came to Equestria (when he was still called Dan) he was on his meds, so to speak. So if he was exposed to such Foals Rolls the Stabilization wouldn't have had much to do, thus his passive Noun and Verb Combo would be preventing its breakdown.
As time passes though, his condition starts to swing towards the worse and the enchantment starts working closer to its max trying to head off a Surge that won't come. Drawing more than the Passive Combo provides, although Artex's use of magic by other means waylays some deterioration due to lack of sufficient magic use. But doesn't stop it completely.
More time passes and in addition to his worsening emotional state now Artex approaches not only his lowest point, but the imminent meeting with Razor's mother (an additional stressor). Now the Stabilization has been working at it's max for quite a while and it's taken its toll. The Stabilization is reaching the breaking point but it's not there yet. Still, Artex is now suddenly being more affected by his condition in quite a while so it is visible to his mares now.
Even all that starts his cascade hasn't broken the Stabilization Enchantment, until Artex's belly is sliced open. And he holds in his intestines...

hands.
The same hands which are the focus of his Passive Noun and Verb Combo: Destroy Magic.
(SNAP) No more Stabilization Enchantment. Gone, Cold Turkey gone, in the middle of a emotional sh*tstorm. If not for his injury, Artex might have just blown then and there. But as soon as he wakes up from the anesthetic?
Note:
Being emotionally targeted would make it likely the Stabilization Enchantment is Mind Magic, but the level and function would be set by the law and determined by law to be beneficial to society. And any misuse or mis-creation of the enchantment would be punishable by law.
But that's just my thoughts on the Tangent. Speaking of...
