I saw this coming, and I must rant. I can't help but blame Celestia for this whole mess.
It's the same mistake she's been making since the very beginning of the story. She plays everything close to the chest, hiding critical, need-to-know information from her ponies, while letting them have just enough truth to lead them to the wrong conclusions. Then, when her ponies need guidance the most, she stands back, and congratulates herself on being such a clever chess-master, while everything goes wrong.
When the humans first arrived, she mobilized her entire army, fully equipped, which was technically the right thing to do, given the information she had about human history. Offering both aid, and a show of combat readiness was the best way to ensure peace with the humans. Her egregious blunder was was not making sure her soldiers understood that they were only there to keep the peace among terrified refugees. She let the soldiers reach their own conclusion, which was naturally colored by what they're trained to do. So they concluded they were marching against invaders, they showed up looking for fight, and they interpreted everything the humans did as taunts and aggression. She chose that time to stand back, instead of getting the situation under control, stating that her ponies needed to learn to solve their own problems. At that point, she had already put them in entirely the wrong mindset to deal with the situation. In short, she set them up to fail, and the massacre was the inevitable result.
I used to be angry at the hospital staff because they did nothing, while Dan wasted away for a month. Then I realized there was nothing they could do. Their ruler brought them an alien and then left. At the time, Celestia was the only one who understood anything about humans, on account of having helped herself to a copy of Dan's memories. She chose to keep every bit of that information to herself. Once again she created a situation where her ponies couldn't make the right choice without her guidance, and then she withheld that guidance. Also, Dan was assaulted, and injured by her guards as soon as he woke up, because she apparently never bothered to give them clear orders on what to do with the human emissary. The pattern continues.
The human attack on Flankfurt was the culmination of an entire month of Celestia sending the wrong people to do the wrong jobs, as part of a ridiculous gambit. In the aftermath of the massacre, she made a choice to keep the humans terrified. She decided that was the best way to control them, despite having a full set of human memories which should have told her how that would turn out. So she had her attack dogs herd the humans to a location of her choosing. When she got them there, instead of attempting diplomacy, she send more of her arrogant, belligerent guards to surround the humans, and glare at them all day. Meanwhile, she could have stationed visible guards around the nearby towns, where their presence would have served to deter any possible retaliation by the humans. Instead, she sent her new penal battalion with orders to live like vagrants, until it was time to turn themselves into casualties. In short, she spent a month goading the already wounded and terrified humans, while dangling two undefended towns in front of them. The attack on Flankfurt was entirely Celestia's fault. She didn't try to make peace. She just created a standoff, and applied pressure until something gave.
Now her greatest failure is coming full circle. She covered up the massacre and allowed word of the attack on Flankfurt to spread. Now every pony knows about Flankfurt, but only a handful know why it happened. Yet again, Celestia has given her ponies only half the truth, thus creating a crises only she can solve. Despite all the platitudes she's spouted about learning from her mistakes, she's still trying harder to cover up those mistakes, than make amends for them.
She is a complete failure as a leader, and she needs to step down.

They did not assault him. One of them nudged him from behind and he fell onto the floor because he was so weak and the Guards were so strong. I believe I wrote about how they looked at each other in confusion when it happened. That was a true accident.
The bit with Flankfurt (a town name I still have not seen in any other story) was an oversight by everybody (mainly Celestia and Luna). They were preoccupied with trying to fix their fuck-ups the day after and the incident in Flankfurt just ended up on the back burner and was eventually overlooked. It was not maliciously ignored as you seem to think.

One has to wonder where Artex will wake up. I mean we already have proof of denial of service whose to say the hospital staff won't be quite happy to leave him to bleed to death in peace? Provided he even gets taken there. Thats worst case other option is he comes to strapped to a gurney like a criminal.
Of course he could also wake up in a veterinarian office strapped down as a wild animal he is precieved as. Potentially stripped as well by ponies who don't get the clothes and modesty thing. Who knows he may wake to the vet debating if he should be neutered to both reduce potential aggression and remove his ability to make more dangerous humans.
I am betting the girls will find out when Razor's mother comes home late stating she was held up doing paperwork because a human was seriously injuried/gutted in town and didn't have the good grace to die which would have required fewer forms.
You also have to consider the implications that the two closet kavim towns to new humansville are humanphobic that will have far reaching consequences for travel, commerce and other factors. Heck they may decide to deal with the new town of humans for their own safety in a mob. One would think sending invites to the festival to at least these towns mayors as a means of spreading information and goodwill would have been thought of. Did that not happen?

Something I've noticed about the Kavim is that they have an almost autistic way of dealing with violence. They are quick to lash out violently but the moment the reality of their actions hits home, they completely fall apart. There are exceptions of course, but it seems for the most part, they have an engrained predilection for violence, despite the fact their society supposedly frowns upon it.
Honestly, after all the suffering the Kavim have inflicted upon him and his people, I would't be surprised if the events of this chapter cause Artex to break off his engagements to his mares and demands that Celestia have the entire town burned to the ground. (Provided he survives this of course)
He is hopefully being taken to a hospital shortly, or a clinic of some sort. Razor and the rest of the herd don't know where to look for him. He won't be able to contact them to let them know he is in the hospital. There has now been another attempted, unprovoked murder on a human. This has far-reaching consequences. If he lives, the hammer comes down... If he dies, that city might just be wiped off the face of Equestria. Razor is going to flip... her mother will likely set her off violently. The hospital may not know his biology well enough to attempt to help him or they may refuse. His herd may attempt to present him to her family and not be present, they may think he skipped town, is hiding, etc. The whole situation is a giant powder-keg and the many fuses are lit.

When you assume tittle of a monarch and play the part of benevolent demigod it is YOUR DUTY to be perfect. If you cannot do that you should step down, share information or form a council of people who tell you that you are being an idiot.
This could have been avoided if it would have been handled correctly but then again these punks are civilians, you cannot blame Celestia too harshly. They are just ponies being ponies.
