I don’t remember which episode this is from.
Having not seen the episode myself, I'll try to guess the plot.
There's this guy in Marinette's class who is into RPG's, he's being bullied, so he turned into a monster that turned France into an actual fantasy RPG, and those guys are NPC's that say "Welcome to Paris."

Heh. It's a quarter-second snippet in an episode. It's gone so fast, you barely have time to notice the crowd geeking out over Adrien. So I can understand the Uncanny Valley-esque people. But still, that's pretty creepy.
