No words came out because she was breathing heavily, right? In my mind, this makes it sound like she isn't making a sound at all even though you can hear when someone is gasping for air.

Given that they got the phoenix feathers from her, 010 is probably Celestia. As for the four prior numbers... no clue but I can speculate: could be Luna, Cadance and Twilight and, considering that Bloom and Sweetie are collaborating with Discord, perhaps Fluttershy to round it out?
One small thing that confuses me though: at the beginning of the chapter, Sweetie Belle tells Scootaloo that "Subjects 004 and 006 here need to see what fun awaits them." I thought that Subject 004 was Silver Spoon? Does that mean she's been picked for dick growth along with Subject 006, whoever that is? Or was it a mistake and it was actually supposed to be "Subject 006 and 007" instead? I'd like it to be clarified, please.
Oh my, this ticked so many of my fetish boxes (all that was missing would be sensory deprivation and hypnosis, although time dilation and mind break are fine too)! Especially loved the ending, with opens the opportunity of more future tickling fun~

Yeah it's supposed to be 004/Silver Spoon. I'm teasing that off-page a similar thing's happening to her, an older prisoner, as well as the newer prisoner 006.
As for who 010 is, that they could have gotten the girls the feathers, it's left vague so it can be who you'd think would be best option. Although I did have a particular choice in mind, but why spoil the fun :p
