Equestria is kinda lucky to have such a fertile and lush (resource-rich) land as a kingdom (, which always seemed to be conveniently unoccupied(?) when three tribes united), while clearly having skeletons i their closet so to speak, but so do every other nation I bet.
Jesus! Previous chapter was in september! So glad this alive, but considering how long the chapters are, it makes sense that they take time. Yet somehow, when I read this, the chapter felt short. That's alone shows how interesting and well written it is. Can't wait for the next chapter, this is a master piece!

You've glossed over a massive story right then and there because I have /several/ questions as a result of this and the whole story of how Samira came to power. tldr; no monarchy comes even close to working the way this one does

Why are the nobles even negotiating the transfer of power with Samira if she's not of age? All of Samira's authority/importance is because she's Vaphra's daughter and as such the heir... apparent lets say since Vaphra didn't seem to keen on actually designating an heir. If the nobles have decided to depose the monarch once that's done Samira is, at /best/, just another noble to deal with; and one who's house is most responsible for the current disaster befalling the kingdom. I say "at best" because they'd probably try to strip them of all titles and lands in the process of deposing the family using the justification of the crisis. Samira's only real value to them at that point is just a nice little piece of optical justification as a figurehead: it's nice if they can score it as this makes the transfer of power look more above the board and will come with an official pardon for the, extra-legal? shall we say? actions necessary for the good of the kingdom, but it really isn't necessary. As such rather than negotiate it the nobles would most likely simply approach Samira on the eve of the coup and say "hey, you can agree to this thing we're doing and be the figurehead of our operation, at which point we will appoint a regent to govern in your stead until you come of age, or you can get kicked out with your mother while we give your sister the same choice. It really doesn't matter to us." And the way you've written this kingdom makes the optics even less important than usual, after all, who do the nobles need to justify themselves to at that point? The people are sick of her and so long as the next monarch doesn't immediately show themselves to be another Vaphra they'll be fine with whoever ends up on the throne. The church, for lack of a better word? Given that you've made their high priestess the villain of this piece I think the church would be /very/ on board with the coup, and would be a great time to expand the church's influence regardless as one of the remaining sources of legitimacy. The army? I'm assuming it's a professional army and this country doesn't rely on a levy system because there's no way in hell an excessive hedonistic ruler could even hold on if all military power was with the nobles anyway. And a professional army would be fine as long as you assure them their pay won't be docked, and they might even join you if you promise a raise so they won't get involved. And you've already exempted them from the last group they'd need to justify themselves to: the international community who already hates them because of religious differences so they really don't care how "legitimate" the current ruler is or how they came to power, assuming they still remember this kingdom exists.

uhhh, about that. Again, her age means nothing. The only "legitimate" transfer of power from an absolute monarch (again an absolute monarchy is assumed for much the same reasons as I'm assuming a professional army: if the monarch could legally be held accountable for their actions there's no way this could've lasted for even remotely long enough for Samira to be articulate, much less of any age worth considering) is if they die, or /willingly abdicate the throne/. Hell that's the case even for some constitutional monarchies (see the United Kingdom's great revolution and why they had a Lord Protector as their head of state for a while). So long as Vaphra still draws breath and hasn't abdicated she is still technically the legitimate ruler of the kingdom, and given the picture you painted, remained so until her death in unlawful captivity. Palace coups, while less bloody, are just as illegitimate as any other kind. The only way Samira's age would be a factor would be if Vaphra was ruling /as Samira's regent/ in which case the whole coming of age thing suddenly has relevance. But in order for that to be the case we would've needed Vaphra's abdication and we've come full circle.
Now here at the end (yes the rant is almost over) I want to be clear: your writing is /good/, leagues above a lot of the stuff I've seen on this site. I haven't seen any technical or grammatical errors, and the story as a whole is intriguing and captivating: which is why this cultural/social impossibility came as such a jarring experience. It would be like if you were watching a period drama about, say, the War of the Roses (English medieval civil war), and you saw someone in the background driving a Honda Civic (or any other modern car if you prefer). It doesn't really detract from the rest of the show and it could be the best drama ever but at that point all you're thinking about is the Honda Civic and its driver, how they got there, what possible motivations they have for being there, and it's going to be the most memorable part of the show to you.
