Dude discovered a way to make things work without murder; he didn't consider that a point in its favor, not really. He used it as an (ineffectual) argument, but he only and always wanted Pegasuses* to subjugate and rule over the other races and species. When he gets what he wants, he's not thinking about lives saved; he's thinking about world domination. These people are monsters, and they take pride in being monstrous. The scary part is that that's an entirely realistic motivation.
People like these ponies really exist. They really have power. They really make life or death decisions for countless others without those people's knowledge or consent.
In other news, Cloud Cover is further behind than she knows. She's still thinking of things in terms of breaking a story, not in terms of an in-progress coup. Canterlot's already fallen; she doesn't know.

* Yes, this is the correct plural. No, it does not make a great deal of sense.
It's a function of the fact that the word skipped languages multiple times before gaining a plural. If it had had a plural in Greek, it would be Πήγασοι, and the English plural would this be Pegasoi. It didn't. It slid in singular-only fashion into Latin, and if it'd grabbed a plural then, it'd have the one everyone assumes it must have: Pegasi. It didn't. Latin is a lot like Greek, and as such it doesn't give plural forms to singular proper nouns.
The word, though, didn't stop there. It's a horse with wings; it wasn't made to stand still. While it was notable for dicking around in Corinth (in effect heading back to Greece but refusing to be Greek while it did so), for our purposes it's mostly important for heading over to English, because while languages like French, Dutch, Finnish, and the like kept with tradition and said that you don't give a single entity's proper noun name a plural form, English said, "Fuck it, plural forms for everyone!"
How does English make plural forms of words ending in "s"? It slaps an "es" after that "s" and calls it a day. If you're wondering if this could make any less sense, yes, it could. Consider that the proper plural of "octopus" is "octopodes". Things can always make less sense.

I see no reason why miss Butterwing would choose 'contingency A' over B. Looking at it post-reckoning A shows pegasi as liars who withheld CRUCIAL information, so their both reputation and customers will fall to none. With B we have a whole cleared world with maybe few survivors outside the safezones, basically a full control of the planet. The CWC has already shown to be very military like. The survivors could be either eliminated or convinced that the reckoning was a suprise for pegasi too.
I have no idea why, but I always side with the 'bad guy' and I'm not even doing it intentionally, they are just more convincing. In pegasus device I really wanted the workers to catch the ecaped failures. Look where the events of PD lead us, cloudsdale with worthless flying around. I really like how in this world failures are treated, it makes 'Rainbow Factory' belivable in this universe.

She has no way to get the information from the outside world though, so she is still planning to head to Canterlot once she can.
As mentioned within previous chapters (or chapter)/stories the upper levels CWC Rainbow Factory don’t have windows and doesn’t keep in touch with the outside world very much. So Cloud Cover has absolutely no idea that Canterlot (and perhaps the two sisters) have fallen, and with this critical information missing, she believes that before she went into the Rainbow Factory, that Cantelot was still standing right where it had been. She is completely unaware of the current events happening outside of the Factory.

I am very happy with the story telling and how it is being told, by using different views and different events (most of which happening at about the same time whilst alluding to this being the case) makes this (much like Pegasus Device) very enjoyable to read. Also, I very much enjoy the description for the Head of Logistics keep up the awesome work and keep making rainbows
I love how the first Story was just: pointless gore and voilence based on a Song, the Second Story tried to flesh that concept out and actually give characters motivations for their messed up actions and this third one just is : CLIMATECHANGE IS GOING TO KILL US ALL IF WE DON‘T DO SOMETHING ABOUT IT RIGHT NOW!! Also Racism, Politics and Corporate Greed is stopping us from actually finding a solution!
