I see where you are going with this, and i agree partially at least, the rpg’s and artillery could present a whole new set of problems, but every problem has its answer, let’s assume we are working under the system from Arcanum which is the most comprehensive and fair of all rpg like systems that use both magic and technology. Technology works on the basis of laws, like newton’s laws and so on…, magic works by changing/breaking those laws by using one’s inner power, or outside field of power, it depends on the setting after all.
Following this if there is a lot of magic in the area, especially if its magic that directly manipulates laws that are used by subjected technology, it may have a completely unpredictable effect or no effect at all, a good example would be for a mage living in the cold north to have a spell that manipulates fire to be easily created (hence combustible materials are more reactive than normally) in this situation a grenade may explode before its intended time, or an artillery shell may blow up while still in air.
Of course on the other side if a mage enters a city with heavy industry he may find himself unable to use his magic at all so his fireballs, blizzards or whatever else may or may not be useless,As the technology around him enforces the laws and make sit very difficult for him to change them through his will alone, it again depends on the environment and situation, like every other encounter and battle.
In the first example you used the sniper hitting the mage in the head with a high powered sniper rifle, I concur unless he is protected beforehand he is dead, as there is no way he could cast a protection spell before the bullet/laser/plasma hits his head, however this example assumes and this outcome relies on certain conditions:

The durability of protection spells is questionable in more than one way, if we assume that the determining factor is not lethality but the damage a single attract does, than single shield spell could deflect or even stop much more than three shots, bullet causes minimal damage but in the right places, it is this property of firearms that make them so dangerous a rusted axe will cause much more damage to the body, while sometimes not really making all that damage lethal, so in such a case a shield could be very effective against firearms, or if the determining factor is lethality not very effective, but seeing as many rpg/fps games focus on damage not lethality(hence survivable headshots) the first theory is more reasonable.
We could also compromise and go for common ground that normal shots to non-critical(non-lethal) areas of the body are easily deflected by shields while precise shots kill outright and/or consume more energy form the shield, it is complicated system and does not really make any logical sense, but it is common ground, and again reduces the problem to the environment, and conditions rather than magic/technology.

I think it was one of Cartman's lines in Attack the school quest. During my first play through, I sided with the Elves and Cartman said the line during the segment where you chose to fight either Cartman or Kyle. I'm not so sure about it though.

4222023 again the existence of magic would of stagnated science as well cause of the necessity to develop it would be non existing cause there would be a mage whose specialty would be using magic to alter gravity to the point where he or she could magically make a black hold, science is nothing more then cause and effect, if magic existed (depending on the extent) it would of knock off so many causes that we would never see the effects, why develop cars where a mage could make a portal, why develop long range communication devices where there is a spell for that already existing.
All it would boil down to in magic vs technology would be the one simple question 'What came first?' if magic yeah magic gonna win cause more RnD would of gone into magic and science would most likely be a hobby so most of the stuff we have would not exist, if Technology then Tech would win and all magic would be is entertainment and pretty light to make us go ooooooooo ahhhhhhhh
