THe real reason the new chapter of Discord's New Business is taking so long: Writer's block.
Seriously, I have no idea what to write for this chapter. I had a wonderful idea for Celestia/Transformation error when it looked like that was going to win, but for Celestia/Seapony, the best I can come up with is that she goes to visit the seapony queen from the upcoming movie and... that's it. I don't know what to write beyond that.
I'm sorry, everyone.
I will try to finish it as best I can.

Maybe just do transformation error anyways. I'm sure people prefer having the best story.
4554225 I agree with him, it's your story you do it, after all I would think Siren would be better for Sunset anyway, it would be cool to see Sunset turn into the very race that she helped defeat and help win the people of CHS over when that happened.
So what is transformation error anyway?

However, because Discord was deafened recently by an air horn Pinkie Pie blew in his face, he mishears it and turns the customer into a Breezie instead.

It's okay to be frustrated and needing to step back for a breather. We all have had those irritable writer/artist/sport/demi-god/sensibleperson-blocks! Some of us for years or decades rather than days. So relax, enjoy your day, and try not to think too much about Celestia going into a surfing competition in order to beat Torch for the title of 'BIG SHOT' that's going on at the vacation island for big-time rulers & ex-rulers who all need time away from their subjects.
Also, summer romance! Volcanic bath shenanigans! Lava sledding!
Edit: Imagine Torch in monumental beach shorts. Also, Celestia goes surfing. I go do the adult dinner thing now.
What about combining Transformation Error and Seapony into one (with Celestia wanting something else but ends up with Seapony) and Celestia being extremely grumpy about it leading to an adventure to cheer Celestia up.

Why not have twilight ask to have her and the mane 5 turned human as a prank for Sunset Shimmer as she comes back to Equestria where twilight tricks her into thinking they are the humane 5.

You know, I've got a decent amount of experience helping writers push through blocks. I do it for people on here often... You want some help?
You could have her get kidnapped by pirates on her way to visit the queen, and either get Them to see the error of theor ways or have her take over. The idea of celestia reverse corrupting a pirate crew amuses me, and her taking over would just be something new to try.
Combine the transformation Error with the seapony thing, if you have to.
Maybe it isn't what Celestia had asked for, but she ends up as a seapony instead of whatever she had intended, and has to deal with it for 24 hours, while she's nowhere close to the ocean at all.
For added drama/comical hijinks, make the failed transformation exagerate her sun-powers, so any body of water she's in starts evaporating after a while, and she constantly has to go from lake to lake to swimming pool to bathtub to mirror pool to the electric dam.
"No Spike you can't go into the bathroom, the Princess is in the bathtub!"
So, Seapony won, narrowly edging out Transformation Error?
Why not do both?
Discord goes for the Seapony, and accidentally changes her into something similar, but much more dangerous. I know we've seen something similar to a seapony in canon before...

I say do both maybe have the seapony form work but something causes the transformation error, as for things that could cause the error maybe Celestia tries to move the sun with seapony magic, someone tries to use the transformation to attack Celestia while she is "weak", or maybe since the Sirens are on the other side of the mirror portal which is something that already transforms someone its possible that mixing the magics of the transformations could cause an error, plus that way Celestia would get to spend time with Sunset.
