A firefighting emergency service is essential, wouldn't you say?

They can only make it rain if there are clouds in the sky. If there are no available clouds then the firefighting pegasi have to go fetch the clouds from the city's weather factory. A time intensive exercise. The unicorns and earth ponies need to be fighting the fire while the pegasi are off getting the cloud.

And, no, the weather pegasi can't do both jobs. They work the weather.

Then again Rainbow is a trained weather pony. she should be able to use a cloud in such a way. If the cloud is there.

But not every pegasus is a weather pony. I have a hard time believing Flash Sentry, Spitfire, Daring Do or Blossomforth could manipulate the weather.
