A little bit of "Amending Fences" headcanon · 3:17pm Jul 7th, 2015

It's clear that Moondancer is quite a powerful unicorn. She neutralised Twilight's "bubble of silence" spell without breaking sweat, and although she didn't already know Haycart's "appear in book" spell, she seems confident of her ability to learn it. Moondancer didn't teleport, though: that seems to be an ability reserved for a tiny number of exceptionally powerful magic-users. (And even Twilight can't teleport all the way from Ponyville to Canterlot.)
So: what if Starlight Glimmer was at the restaurant for the same reason that Twilight originally went there: to spy on Moondancer? Perhaps Starlight discovered that here in Canterlot lived a magic-user of considerable ability who had a long-standing grievance against Twilight. A manipulative character like Starlight would surely be interested in the possibility of using that knowledge to try to turn Moondancer to whatever Starlight's "cause" actually is.
For this reason, I can't even begin to believe that Starlight Glimmer's cameo was an animator's joke. It was absolutely deliberate, and will probably turn out to have considerable relevance in the future.
Here's to hoping for a same season recurring villain.
I agree. I think that Starlight either wanted to,or has already recruited Moondancer.
