Now thanks to the latest of your side stories we can safely guess (though that's more like a fact in my look) that the Narc is Rainbow the Blight, don't sure about the Ogre, brutal killing style is a rather vague description, my guesses are Oni, Cannibal, Hillbilly (if he's still alive after DBS I don't remember what happened to him) and Executioner (haven't actually seen his gameplay but thanks to his BFS he's on my list)

It's a term in North American English for type of headscarf frequently worn by babushkas. Not just Russian grandmothers, mind you. The headscarves worn by babcias are also known as babushkas, though it's impossible to know how much of that comes down to prioritizing Russian over Polish vs. how much comes down to the number of Poles who immigrated to North America that spoke Russian.
It's like going to the store and buying an Italian. It doesn't mean that slavery has been legalized, it means that Americans give things, including a particular type of French bread sub, odd names. (That example comes to mind because I've met someone whose brain threw a divide by cheese error when they saw a sign advertising Italians for sale.)
Anyway, in America's limited defense, it's not just Americans who do this. That includes when specifically discussing people as clothing. At some point in the history of the world someone got thrown for a loop when someone else said or wrote that they wore aging buffoons on their legs. Especially since it's a specific aging buffoon, so there should only have been one of him to wear regardless. None the less, "pantaloons"/"pants" came to be accepted as the name of an article of clothing. (How it transformed in much of the world from meaning trousers to meaning something that tends to be smaller is a longer story that has nothing to do with wearing people.)

Yeah, I doubt it's used with that meaning outside of the US and Canada, and I honestly couldn't tell you how much it's used here. I think I saw a nationally televised thing that used that meaning of the word once in my life, but I could be wrong and even I'm not, one time on on basic cable a decade or two ago isn't exactly something that leads to wide adoption of a word.
More generally, regional English has a tendency to remain in-region, so newer words, especially ones from the last hundred years or so, are often out-group incomprehensible, with the exceptions being things that are frequently be used in various different international settings.
At first I thought there wouldn't be enough killers after the last story. But then I remembered the previous one only got up to like 10 killers, and with the Twins dropping in a couple weeks there'll be 22 killers total.
