"Rights" in a facility that's already trampling on a good amount of rights of the people within is a bit of a nebulous thing. I mean, the only reason the people inside are still remaining inside is Ponid somehow triggers some form of extreme herding mentality that stabilizes the community into one big, happy family.
Now, I'm no behavioural scientist, but I'm pretty sure that's a very convenient equilibrium you don't want to needlessly antagonize. And I can think of no faster way to antagonize the population of the entire facility than by messing with the herd's newest and youngest potential member.
Plus, how would they even get married? As far as the outside world is concerned, Starlight Glimmer does not exist. The human Starlight was is dead, officially, and by that same officially the pony Starlight has become does not exist. To be married in the legal sense, you kind of have to be registered, which runs counter to the company's policy of making its subjects disappear whenever possible.
