WW2, the Battle Of Britain led the British to conclude that daylight bombing had unsustainable casualty rates. Nighttime bombing, only 16% of bombs landed within 1200 meters.
USAF had Norden Bomb Sight & used high altitude daylight bombing. They usually hit within 75 meters.
NOBODY could do well enough with just bombs to justify the casualties. The Allies resorted to mass firebombing of civilians (legal at the time.) Debated as to effectiveness. (Just blowing up the building doesn't wreck the production machines. Killing the workers is more effective.)
USAF tried to target key industries (ball bearing production, for instance & refineries). Hindsight says they'd have done better to have gone after the power grid
