Now that is a bombshell of a speech. I have always loved political intrigue (even if I don't fully understand what is being said) and so getting a little smidgen with that young lady, as well as the chaos of the reformistans there, was fun. I am a bit confused on the whole meaning of the Regents new law. So is the nobility gone now? They still have their land and wealth but none of the benefits that nobility brought or can they keep them as long as they now work inside the new government/military (and pay for it too? with their wealth that they supposedly got to keep but not really?) or are they required to do that but also lose the noble benefits anyway? Yeah, I don't fully understand what this means but I do know that the nobility wont be happy. Hopefully we wont have a noble uprising, they do have their own private armies after all (mostly mercenaries I think). I still enjoyed the chapter and eagerly await to see what comes of this. Keep up the great work!

I apologize for possibly making it too vague or flowery or political, so I will endeavor to explain here, and hopefully make up for it.
The intent is to get the nobles more invested in the war. So far, it has been the commoners sent off to die led by the aristocratic officers who order them into meatgrinder battles while the Empire empties its coffers to fund the fight. This new declaration ups the ante by forcing the gentry to enlist more in both the military and civil service (a common statistic is every soldier in the field needs four support personnel to keep him fighting) while the upper noble houses who have more to give aside from just sons and daughters will also begin giving parts of their own massive fortunes to the state to fund the war effort. As I do not have the masochistic streak to write out the entire policy, I will simply say that the aristocrats that so deeply revere the military-industrial empire that has given them so much are now going to be giving their part to the fight, just like the commoners are.

I enjoyed this chapter immensely! To watch those privileged elites be called on directly and brought to task, well that's poetry in motion. Not sure if others see it the same way, but this might be very successful in the long run to bridge the gap between 'commoner' and 'elite' and the tensions between species. It's probably better said by our favorite Gunnery Sargent...

I can't wait for the reform to trickle down the line in the future, I wager it has very long lasting effects. Oh! Since Warpony said he didn't want to list the whole of the reform, I found a loose translation here...
