Twilight (and her Mirror clone she made with a modified version of the pool's spell) just finished preliminary work on an Eclipse Phase style spell that they plan on permenantly casting over the whole country. Re-embodying the Crusaders is the first test (and keeps Applejack and Rarity from causing problems), but due to various issues and beta testing refinement, they have to take a while longer and rebirth them the slow way over a couple of months since they don't have a template body from before getting eaten.
Permavore is possible here, but it is supposed to be between two consenting adults. Basically, letting the host soul slowly wrap around the victim's until it becomes impossible to disentangle them. (usually takes pretty good patience and willpower to do it without consent, though. But it is possible.)
