Raider Factions

The Motorheads - a gang that lives in an old parking garage that has been fortified into a well-defended base of operations. They scavenge vehicles and haul them back to the garage to chop them up, and the scrap is variably sold or use for armor; Motorhead Raider armor includes car doors bent into chestplates, motorcycle fender shoulderpads, seats converted into padded armor, etc. They're relatively high-tech compared to other Raider gangs due to their familiarity with the vehicles and some access to computer hardware.

The Gamesmen - a group of hunters who lurk in a large cave network and prefer to live off the land, though they also attack caravans. Once a Gamesman comes of age, they are stripped naked and banished from their camp, and cannot return until they have hunted and skinned enough prey to make their own clothes. All Gamesmen wear armor crafted from the hides, pelts, and bones of their kills, and their armor is a mark of pride, like a trophy wall of all the beast they've felled.

The Bonecutters - a raider gang based out of an abandoned hospital. Their base has not only allowed them to procure large caches of healing supplies, but other reagents they use to manufacture chems, making them the primary drug traffickers of the area. Their 'armor' consists of medical scrubs they've reinforced with pieces of furniture from around the hospital, and is particularly impractical even as far as Raider armor goes, but they're usually so drugged up on their own chems that they have an unusually high tolerance for pain, and may not even notice if they've been wounded.

The Hooligans - operating out of an old sports stadium, the Hooligans utilize modified sports equipment for their weapons and armor, including baseball bats, hockey sticks with knives on the end, and ice skates strapped to their forearms as bladed gauntlets. They speak in a broken mash-up of lingo from various sports that's been so distorted over the centuries it's practically gibberish to outsiders, but they can understand each other just fine, indicating a consistent evolution (or degradation) of their language.


Settlements

Pacific Plaza - A massive multi-story mall based on Pacific Place. Its store interiors have been converted into homes and businesses. It serves as the "main hub" of the Seattle Wasteland, the largest settlement in the region comparable to Megaton, Diamond City, etc.

The Airport - Seattle Airport serves as the main base of the Seattle Super Mutants, and as such is a massive fortress full of enemies.

Silcox Island - A heavily fortified location in the southwest areas in the middle of a lake, no one knows what lies on it - the island is inhabited, but anyone who approaches the island is warded off by gunfire, albeit only warning shots. No one has ever seen boats come or go from Silcox, but a few ghouls in the region claim that the island wasn't always this way, suggesting that something - or someone - settled on it after the war, and they don't want visitors...


North-West Super Mutant Army

When the CEO of Vault-Tec began making plans for him and the other Vault residents to resettle the surface, he desired a means to eradicate the many unruly denizens of the wasteland. He authorized experimental testing of FEV at Vault 42, creating a new strain of Super Mutants. However, they were too stupid and violent to take orders and not destroy everything in sight, so he ordered them released into the wasteland and began refining FEV. Over the years continued failures resulted in more rejects being sent to the surface, and they gradually came together to form a united Super Mutant army.

However, eventually the breakthrough was made, and FEV was "perfected" - these new Super Mutants it created were not as large or strong as their breathen, but still larger and stronger than normal humans, as well as significantly smarter (though still dumber than humans), and some of them even retained their memories. These Gen 2 Super Mutants could also be visibly distinguished from the Gen 1s by their more yellow-orange skintone instead of the typical green-yellow. Unfortunately for Vault-Tec - and fortunately for the wasteland - one of the Gen 2 Super Mutants subjected to the procedure was Boris, a former head of security for Vault 42 that had been demoted for questioning orders. Boris still held onto a shred of decency and morality, so when he learned the CEO's plans, Boris led the Gen 2s in an insurrection - they killed the Vault 42 personnel, destroyed the FEV tanks, and he lead the Gen 2s into the wasteland.

Now, Boris and the Gen 2s live on Silcox Island, isolating themselves from humans and staying out of sight of Vault-Tec's other operatives. Late in the story, the Gen 2s capture the player character and bring them to Silcox to meet Boris, who enlightens them to the CEO's true villainous nature, and directs them to the ruins of Vault 42 to learn the full story of how he created the Super Mutants and what he had planned for them.
