The settlement of "Tomtown", a city built in some standard ruins. It's run by Tom, the mayor and head of security of the town. Tom is a friendly, outgoing, upstart fellow who'll heartily welcome you to town and tell you all about the residents, like Old Mrs. Cooper who runs the general store and took over it from her mother, Dr. Sheffield the crusty medic, Karl the retired mercenary who keeps to himself in his house but don't bother nobody, and the Markett family with five kids and the dad's brother-in-law that lives with them. Yessir, Tomtown is truly a bustling, thriving hub of civlization!
The town is full mannequins set up in houses and shops, Tom is the only real person here and he's completely whacked out of his skull. And if you hang around town, you can watch him make his rounds and carry on full conversations with the "townsfolk" that you only hear his side of.
Mannquins should move around when you don't look. You suspect Tom moves them, but he's never close to them when it happens

Kinda like a Five nights at Freddy's, except the "townsfolk" won't be trying to kill you and stuff you in a mannequin.
Or it could be Bobtown from the Mayor Robert Nevile, the virologist in I Am Legend (in which case, after dark could get extremely terrifying)

5130184 It reflects back to my GM'ing Dungeons and Dragons/GURPS. Introducing a character who can't tell the manikins aren't people would also think the *other* way around too. See him freak out when the group meets him in a second location, or a third.
"Gee, Mayor Bob's home is reinforced with steel plating, machine-gun loopholes, and has flamethrowers in the garden. Do you think something may be wrong?"
"Naa, he probably just doesn't like spiders."
