In the real world, luck is the necessary first step in becoming successful. Skill is secondary, and not even necessary depending on the situation. And skill just ensures that you stay successful. Whether your skill allows you to become successful or not is still luck-based. And knowing the right people falls under luck, because it's luck whether or not you know the right people.
Success luck could be split into 3 kinds of people. The first kind would be what I call the "from the top down" lucky. These are the people who inherit their success rather than earn it. People like Donald Trump fall under this category. He was born into a rich family from the start. Yeah, he had to build his businesses. But he started off as a millionaire. If his family was't rich from the start, nobody would know the name Donald Trump.
The other two kinds are both technically the same thing and are part of a sliding scale gradient. The gradient can be described as "from the bottom up". These are "bottom up" lucky and "bottom up" unlucky.

You really might not be the only one who put some attention on the quote your reference for the quote above this, but you are the first to discuss this, especially to this level of detail. As I read on to how long and precise this info is, I got more and more suspicious that this is a copy/paste from somewhere, most likely from a TED talk?
And personally, I'm glad someone noticed and put some focus on this, for it is one of the more interesting points I think this chapter makes.
Anyway, this story puts an emphasis around this point to explain how Rarity became successful in the fashion business, at least according to Sweetie Belle's perspective. Sweetie has been observing her sister for years but youth likely caused her to not fully understand, and sometimes not care, about the exact specifics of how her older sister became a success. Sweetie seems like the kind of character her older sister would have to dumb down her explanation a bit in order to simplify it for a younger sibling.
Sometimes those who do become a success don't always know the exact specifics of how they became that way, but they usually can narrow it down to some important steps. They often can say, "I'd never be as successful as I am today if it weren't for {fill in blank here}." In order to compound that success, some even write books and autobiographies about it. Something along the lines of "How I became successful."
As viewers of the show, particularly those who paid attention, likely can point out specific events that lead to Rarity's success across the show. it seems she wasn't born into great wealth (that might arguably be Twilight though), but I get the impression that her family is or was a middle class at the very least. Not too disadvantaged, but still a long way to go to get to the top. "Who you know" was a very crucial step for Rarity at many junctures, but she wouldn't have impressed those she met if she had no skills to show for it. If talent can be traced back to luck, then she was "lucky" to get the cutie mark that she did? But even with that, it can't explain that level of success by the end of the show all by itself.
In addition to being a talented artist, Rarity is a savvy business pony and that quote was in the show at least once. I think it showed up in the episode where she purchased her first store in Canterlot. I believe it was Twilight who said it near the beginning of the episode.
Not sure why you said the first example beyond, perhaps, personal preference, but the second example fits the story. If Button could dress as a member of a video game character that he admires, even if it is a girl, he might have been more okay with this experience and perhaps even shyly but secretly thrilled. That would kind of be like a cosplay, which is something fun to do at conventions. If a video game convention existed in Equestria somewhere and somewhen, Button would totally be down for that. Furthermore, if he did attend such an event, it's hard to imagine him going and not cosplay as some kind of famous video game character even if he was really poor. I think Button would be so determined that he'd make his own costume if he had to.
And since Button knows Sweetie who knows a professional and, by this point, very successful fashionista, they probably wouldn't tolerate Button going to a convention like that with nothing less than the best cosplay. Something that is worthy of passing a competition for it. Rarity would likely see that as yet another opportunity to advertise her work. That, and she finds events like this just plain fun.
