I was asking myself this question this entire chapter. I'm just glad that it's a question that was considered.
But it must be scary for Ocellus knowing that her species is balancing on the edge of potential extinction. I hope Sweetie Belle brings up that question about reproducing with other races to Ocellus. I feel like the fact that the question was brought up in Sweetie's inner monologue, but not addressed by Ocellus could imply that there may be merit to that line of reasoning later on as something the changelings just haven't considered.
In fact, perhaps that's why Chrysalis had infiltrators be specifically conditioned to consider themselves as outsiders. Maybe Chrysalis knew that non-queen changelings could reproduce if with other races. So that "us vs them" mentality is to prevent infiltrators from actually creating a bond with a pony that could lead to... things. After all, she also controls all information that the changelings receive. What better way to create dependence on her than to lie about their ability to reproduce? That may also be the reason why there are very few infiltrators, to lower the chances of an infiltrator for whatever reason... getting frisky with ponies.

Kinda fun to toy with that idea of guessing Queen Chrysalis's knowledge and motivations, but this chapter presents some info. It is reasonable to also assume there is some information in play that may continue to be hidden from the changelings. The infiltrators were few in number because, according to Ocellus, maybe Chrysiy wanted the changelings desperate so they don't cooperate with each other too much, potentially against Chrysy. But hiding the fact that maybe changelings can breed with other races would make reasonable sense from Chrysalis's perspective if she knew that. There is reason to hide that information, to keep her in charge.
But with Chrysissy out of the way, they are freeer to explore. They don't have the advantage of Chrissy's info, but she probably wouldn't be forthcoming even if she was there, so that leaves them at square one anyway. The new reformed changeling races are also being careful to integrate themselves into the rest of society more and more, but give them time to adapt along the way so nopony panics.
