I don't think wish granting dragons have battle power. Their power is dependent upon the one who created them. The most prominent example of this is that Shenron lacks the power to grant a wish of the death of someone whose power exceeds Kami. Of course, as stated by DBZA, there's likely a loophole in those terms. Wish granting dragons can't directly kill anyone too strong, but they can teleport people. That could be used for indirect killings. But then there's the demonstration by Goku that the target of a teleportation wish can resist the teleport if their power exceeds the creator of the dragon balls, and if they do then the wish is beyond the dragon's power. Still the argument could be made that Goku could only successfully resist the teleportation because he was familiar with the sensation of being a target of a wish, and so he could respond appropriately to resist. Abridged Shenron's counterpoint of how to wish for the deaths of Nappa and Vegeta still stands, especially since the wish would be upon their pods. Machines with no will of their own.

Anyway, since Shenron's power would be dependent upon Kami, I don't think he has his own battle power. ...unless I've missed that it's been confirmed by Toriyama that Shenron and Porunga have Ki or something similar. Actually since Shenron and Porunga are magical beings, wouldn't their power be more accurately measured in Kilis? There's much more relative power in one Kili than there is in a single point of battle power according to Freeza Force life force scans. Given the scale provided by Babidi's reading of his meter, Freeza's full power from the Namek Saga propably wouldn't have even registered as one Kili. After all, a cybernetically enhanced Freeza stronger than his fully biological 100% power was such a non threat to Super Saiyans right after the Freeza Saga's conclusion, that by the time Babidi surfaced the full base power of the Saiyans probably well exceeded the low end hundred million scale battle power of Freeza's 100% power. Like, by 10s or even 100s of times.
Sorry to keep rambling here, but about the whole Kilis vs battle power scale, isn't it funny how the baseline to destroy a planet just kept going up as Dragon Ball Z went on? First it was Vegeta's Galick Cannon which would have registered at 25000 at the absolute most. Then 70% Freeza couldn't destroy Namek in one go because he'd held back a little. Later a huge ball of energy from a Freeza over 100% power would have just destroyed Earth's core causing the kind of collapse he'd done to Namek. During the fight with Cell a huge beam from Super Saiyan Grade II Vegeta would have been just enough to destroy Earth if he'd aimed it at the planet. Then during the raid of Babidi's spaceship Goku's Super Saiyan power level was said to be only 10x the power that could destroy a planet. Finally, a basic Ki blast from Kid Buu was stated by Goku to have been powerful enough to destroy the planet, and then a massive Ki blast was stated to be 'enough to blow up the planet 10x'. Which should be 3000 Kilis. Yet Goku had to use Super Saiyan 3 to fight Kid Buu. A form that should register as 24000 Kilis.

also have to consider king piccolo, who killed shenron in one blow. which would make shenrons power lower that 1000....argument could be said that despite a higher power level,shenron was a non combatant, and therefore weak to an actual fighter. similar to martial arts manga, where a cultivator has a rank or 2 lower cultivation, but an alchemist 2 ranks higher, would be powerless against the fighter.
