Gonna say I hadnt expected Celestia to lay that sentence on her but the cruel Celestia we have seems to point to her cruelty knowing no bounds. Also it looks like Celestia isn't as powerful as many think. She twice noted that she needs Rarity for certain things. Either her power is weaker than thought, or just much lazier. And the other thing, anyone else think that Rarity was once in Twilights place? But broken to Celestias will through cruel means?

I just want to clarify on the point of the Empress needing Rarity.
She could have summoned Luna on her own, and there's a very good, very specific reason why she enlisted the help of the Chancellor. That will come later.
The second instance, at least the instance that I assume you to be referring to, is absolutely the Empress being lazy. She didn't feel like addressing her people, as that's normally something Rarity does for her. It's in no way difficult for her to do it, and that's why it's annoying for her to have to do it.
