Ok then. Spoiler ridden exposition dump time...

In my fimfics timeline the ponies started recording they're history well, WELL before humanity did. Thus indicating that either and most likly, yes. The equestrians civilization IS older than humanity.
Also. I dont know if you fellow readers remember. But shortly after Luna was free'd from nightmare moons influence. Several times after this even it was mentioned not only by the mane six. But Celestia herself. "Luna is having trouble advancing with the times". Luna is then shown yelling at everpony with the royal canterlot voice in old/middle english. And treating her subject initially as peasents. (She does however drop this particular trait VERY quickly).
This leads me to hereby believe that the ponies civilization before nightmare moons banishment was at transitional period between the medieval rennossance, to the empire of britains golden age (when the british navy held control over the sea's).
Also due to weapona of the Equestrians world being of a minimalistic destructive nature As Of Current. And if we rewind 1300 years then the crossbow wouldnt have even been invented. Making war seem even less destructive. As good armourn and teamwork greatly increases your survival on the battlefield with competent commanders.
Also during the medieval period. War was just seen as a way of life. The people were not war mongoring village raising maniaks. But if you noble or leader said "TO ARMS!" you grabbed your sword. And your mail or gambison and you went to war. It was sadly commom in the medieval period for armies of various sizes from small militias to armys that rival several thousand to one. And war back then wasnt viewed as it is today. People back then used to love war because it gave then the chancing to increase their familys title and the minor looting each soldier could partake in greanted a certain wealth increase as well.
One final note to leave you with...

So yes. I did take the liberaty of 'modifying' the Equestrian history if you can call it that. I just gave them a little more backstory based off the hints and facts the show has been dropping.
Also. I almost forgot. That in terms of constantly getting the technological edge over the enemy. It only occurs within the context of gour enemys battle capacity. Think about it. The cannon was only invented when somonr in china looked at forework powder and went "i wounder if this can be used for war..." then somone in europe went this is awesome! I wounder if i can make it small enough to ve carried by a single soldier...". If that chinaman hadnt had that initial thought. Then we wouldnt or likly would still be using muskets to this day. But thats opening a ehole can of multiverse/time paradox theory i dont want to open.

Eliza went into her rage filled arguement on the thought process that the equestrians had no idea of they pain she and her comrades felt. And that they were trying to sweep the massacare of her friends and family under the proverbial rug.
Shes then hit with the sudden information that her initial argument is mute almost. Due to the previously thought to be cold detatched tyrannical leaders as a matter of fact deeply love their subjects like mothers do their own children. Shes then presented with the fact that they're immortal. Which is to a loving mother a curse. Due to they having to watch the subjects they love so dear age and die throughout their endless existance, immortal beings in other stories had opted to erase their memories or been mentally messed up under less stress... and lunas first persobal loss was devistating. At least her brother died quickly. Luna sat in the rain and blood soaked mud for hours whilst the pony whos essentially her first son died in her 'arms' slowly.
Adding to lunas pain. That 'son' shed watched and nurtured whilst he grew into a respectible figurehead for all to aspire to. And just as he reaches his pinnicle hes brutally cut down in his prime. His legacy forgotten.
Its quite the tragic story i should of worded better. Perhaps a more in depth chapter in the furture ;)

One more thing though, Luna talks a bit too much and the emotion becomes lost after a bit of her dialogue. Beyond this I doubt Eliza would be in a state of mind to FULLY comprehend the reaperations of an immortal mother.
Sure she'd recognize Luna's loss of her son, sure she'll realize they have HAD war but keep in mind this is an emotional civie, her own loss, which is more recent and damned near closer to her heart(not to mention unwarranted in EVERY SINGLE sense of the word and let's not forget that its the royals fault for not restraining their own soldiers) would take presadence over another who has had quite literally thousands of years to get over it and even if she comprehended the 'immortal mother' idea, her heart would overrule it with the fact that Celestia's race isn't endangered in any way.
Ontop of that they are trying to sweep it under the rug and let's not forget the classic argument of 'if you know my pain, if you understand it then why can you not empathise with it? Why can you not act appropriately to it? Why must you play the fool when you can play advisor? Unless, fool, you are neither'. Truth is if the royals understood the state of mind of the humans they would not even think to act in the manner they currently are. Simple, short counter argument to spice up a thing or two.

Yes, what happened was a tragedy, but this whole blaming the entire pony race for the actions of a few combined with "you can't possibly know how we feel!" deserved to be called out.

While that round of thought is sound and logical, therein lies the problem. It's logical.
These people have watched their allies die slowly and painfully before them without any justification for said murders and let's not forget the fact that their rulers seem to lack the ability to keep in mind 'ACT' empathetic enough for proper cooperation.
This pitch field is a ground down with landmines of fragile, explosive emotions that would be vulnerable on a normal circumstance but are multiplied in magnitude due to the sheer weight of the situation at hand.
They were attacked by a hostile race for no reason other than petty xenophobia and the rulers of said race, for some reason, CANNOT BRING THEMSELVES TO ACT IN AN APPROPRIATE MANNER.
now bear with me on that last point. See, when a person is an open landmine very small things other people do can tick them off, and when something like this happens and the person on the other side of the playing field is an immortal being who rules over the same race that tried and partially succeeded in murdering you and your allies? That turns things to an all need level of Oh F*ck.
Let's not forget that both are immortals and should have experience dealing emotional individuals, also, again they're immortal and should have debate, untruth, speech and diplomacy skills to the max level.
If they do contain these skills I have yet to see them in use at all.
See friend, you're point is valid but only applies to logical individuals who have the ability to keep themselves completely sane and level-headed during times like these. Such individuals are usually either individuals who lack proper apathy or soldiers . These, on the other hand, are civilians who do not have either and this fact reflects on the manner in which they act in these chapters.
Remember friend, logicism is a wonderful ideal however when deciding an experiment one must take into consideration all factors which act on the result in order for said results to not appear inaccurate.

I think there may have been a misunderstanding due to my poor wording. But Eliza this whole conversation from 'do your people co sider us enemies' has been hostile. When i say calmly or calms herself shes still speaking with a spiteful tone. Her calmness is her displaying her hatred for the celestial sisters in a way... that made little sense...
You know when you make someone really mad but they wont tell you what you did to make them made and their voice takes on that higher tone as they say "Nah. 'Nothings' wrong. Why would i be mad?"

Interesting exposition there. Just a few things that I noticed that didn’t quite make sense...
I’m not sure that is the greatest response to a statement of POWs receiving medical care and being treated with the upmost respect and dignity. Unless, of course, Celestia was addressing Eliza’s previous statement of vengeful acts just before the status report of the pony POWs. It just seems odd to follow up a report of good treatment to POWs with a question of cruelty.
One more thing...
Based on that painful story Luna had to tell, along with her subsequently breaking down as she told the tale in the paragraphs previous to this highlighted quote, I would say that the description in said quote of Luna’s emotional state would in fact be a state of complete emotional wreck. It seems odd to say she wasn’t a complete emotional wreck as her resolve fell away throughout the progression of her tale as she went from furious with Eliza (having had enough of Eliza’s shit) at the beginning of her story to sobbing and unable to look at Eliza by the end of it.
Oh yeah, thanks for having Luna assertivly address Eliza’s overly aggressive behavior. Throughout the story, I’ve noticed that Eliza has been a real bitch to anyone near her. Her confrontation and some of her verbal assaults with Celestia and Luna and other leaders present at the meeting were a little over the top. She was straight up throwing Celestia and Luna’s apologies right back at them and acting very stupid and irrational. That’s how fights break out in the first place. Hopefully she can reel in any further outbursts before they get too out of control.

Answering your first question, Celestias quote about humans bejng cruel was adressing how Eliza callously joked about captain Stryder being locked in a 3X3 foot cage.
And for the second question about lunas state. You, dear friend. Have just found a point where i editted out several sentenses but missed the first word xD

This chapter was i danger of falling into the "you cant fathom how i feel schtic. So i added a meere taste of Luna's dark and grim backstory in D.E
Get fucked Luna. Soldiers die in wars all the time. That's what wars are all about. Sixty two innocent civilians killed in their sleep is infinitely worse than your shitty sob story. Also, holy shit, SIXTY TWO? I thought ten or twenty were killed, not sixty two! Unless humans kill equivalent or greater amount of ponies in revenge, I'll be extremely pissed.
