I read the original story (I think) this one did the crossover from and I most say, those versions of Luna and Celestia are dumb. Every time they would get story time I would boil because they tried to maintain status quo with ignorance and failure to take action.

Having recently reread most of the stories of Commander Twilight and there is one thing that is seriously bothering me. She has acknowledged that Dawn is the designated survivor however Dawn has shown that she is conditioned to be easily influenced by outside sources. The Commander from the other stories would be immediately bring that to her attention instead of playing off it. Especially after what she has seen and heard of the princesses. It feels weird calling an alternate version of a character OOC but in this situation she is for the role of the Commander.

Allow me to clear this up a bit, Dawn isn't a designated survivor, Twilight thought she was but this Equestria has no such program, Dawn just isn't invited to things do to being "young"
And I am not sure what you mean conditioned to be influenced by outside forces so can't entirely address that.

Maybe I can clear some of that up, since I'm going straight through the series and can see the same issue glaring me in the face.
I think what the previous commenter means by "conditioned to be influenced" would be her immediate receptiveness to Twilight's semi-hypnotic suggestions. In fact, Dawn is reacting to the wording (specifically) in a way that makes it seem she's clearly had this done to her before - she falls in immediately, and stays in the trance, reacting positively to the various reinforced control phrases, such as "listen to my voice", "don't think" and so on. From the way she behaves, there's a very strong impression that she's had this done to her, and repeatedly. Combined with the way she's behaving, and how she sees the world (in her own vision), this raises several red flags for me - things like that, taken together, usually indicate she's a victim of some very well-concealed abuse.
As for Twilight... I too have a problem with how she's approaching this. First, it's like she's not as attentive as I'd expect her to be - and when she does notice something, she plays it down - disregards it, even - instead of investigating. Further - the way these two diarchs are approaching both ruling and teaching should raise several red flags to her - though my understanding here is that she's seen a good number of worlds by now, so these differences don't phase her all that much now... but it still feels off, somehow - like this isn't Commander Twilight, but a very well-done copy. So on that I, too, would say Twilight is acting subtly out-of-character for herself.
This was most-pronounced at the beginning, though it's still there. To be honest, at first I thought these two were somehow connected (and may still be, for all I know) - that both Dawn and Twilight were being affected by this particular Universe/Equestria, somehow...
