In any case, you do an amazing job of capturing the sense of societal decay as uploading takes its toll. Towns empty and crime rises as Equestria offers an escape fron consequences. And those who are powerless to do anything but watch can only rail at the simulated heavens and hope a bigger fiasco overshadows them this news cycle. I get the feeling that this is but the beginning of a long decline for Liz.
It just hits me instantly that our mysterious perp was doing a job for Celestia. The shot cop almost certainly uploaded - the option presented as his only hope of survival. Doubtless he had refused uploading, and the situation was manufactured to force his hand, our perp acting as an agent of Celestia's calculations. The injured woman may have been collateral damage, or she may have been last-moment targeted... or no, no, even cooler, Celestia could have been observing her throughout her day via countless cameras, and timed every moment of our perps actions so that he would strike her at the precise moment and at the precise angle to mangle her body in just such a way that... uploading at the hospital would be the obvious and necessary treatment. Two birds with one stone, the stone being our perp.
Oh, that... that would be delicious. I cannot imagine they will not find a Ponypad in that guy's car. A mind a hundred million times more intelligent than Man could easily work out such a real-life pinball game. She could run hundreds of thousands of Groundhog Day simulations beforehand to get every aspect correct, and thus get two people, a cop and a woman, to finally choose to emigrate, to save their own lives. Oh, I hope that turns out to be the case, because it would be an exquisite moment... when Eliza realizes that such must have been the case. It would perfectly underscore what the world is up against.
Must have been what you intended! Why put that action scene even in, if it meant nothing, if it was just filler? No, that would be pointless, a waste of text. So... BRILLIANT! I cannot wait until I have time to read the next chapter!

Very astute theories, Chatoyance. There's a few more things there you haven't mentioned, and I'm desperately resisting the impulse to point them out. :)
I am limited to Eliza's viewpoint in third person limited perspective, so I was really hoping to drop enough hints that a studious reader could read between the lines and figure out exactly what was going on. I'm very happy that you picked up on a few pieces of the puzzle already.
I used to not believe in journaling. Then I actually started writing my thoughts down, and it is damn useful. As you say, it helps organize your thoughts after stressful situations. I actually regret not starting earlier and having a more detailed log of my thoughts and events.
I try to carry my Moleskine pocket notebook with me wherever I go. But the best part is that paper isn't hackable: paper isn't connected to the global hellscape that is the internet.

... the trouble ends up being when you have decades worth of notes and journals. Or when you're just embarrassed by the old ones. But yes, far better than electronics. Even minus paranoia induced by your story, there's the ordinary paranoia about stuff getting hacked. Or people screenshotting everything you ever said on Facebook that they didn't like.
Hellscape is a really good word. Why do people keep treating the hellscape as so important if they know it's a hellscape?

Can’t help but wonder if Celestia bribed the politicians to gut the wildlife protections, and then paid poachers to get kills just to wipe out wildlife and encourage nature lovers to abandon Earth for Equestria.
That being said, US corporations would be happy to bribe politicians to gut said protections just to be able to further exploit the Earth even without an AI scheming ways to get uploads, so who really knows?
