You have given me absolutely no evidence as to whose cares or concerns she has dismissed, nor have you elucidated on how she has dismissed them. You have failed to provide evidence as to why her characterization is terrible with either examples or supporting evidence. You have only spewed out an otherwise meaningless line about 'moving on' that does nothing to address either of your supposed criticisms. By that measure, your rationale for calling it terrible is therefore worthless. I award you no points.
As to her current attitude, perhaps you ought to wait for her full testimony before judging that attitude, or where it came from, or even the reasoning for it. This is, after all, still a very incomplete fic, with Rarity testimony yet to occur, and plenty of other story turns and information you are not privy to.

It honestly sounds like the true monster is the one who turned it into a fucked up brothel. Fizzy Pop just wants to do this one thing that would help many, and doesn't care about what happens to him after that. I'm...kinda liking this guy. Somewhat.

Fizzy Pop is using it as a testing ground for a potion he thinks could be used to cure three similar diseases, by using their instincitve desire to fly/do magic/whatever earth ponies do. The potion reaches into your subconscious and does something based on what you want out of life, although it's not perfect as we've seen in other chapters and the effects aren't always a benefit. As to what Lady Elegant gets out of it, I'm not sure. Sweet Tart suggested that Elegant is basically a sociopath that enjoyed the power she had over ponies, but I suspect there's more to it than that.

the subconscious is instinct, it shouldn't be used to judge what people want
i am presuming that the reason why the tree would not work is because they chose to. then again subconscious is not choice entirely, simply desire.
that and the tree does not give a fuck and a piss about what someone chose to do if it has driven them to madness. think about it. luna chose to become nightmare moon. subconscious or conscious, she chose to. yet the tree's power set her mistake right anyway.
it would be one thing if the tree was little more than an instinctual reaction. it reacts to chaos and sets it right. yet it is clear as the crystal fur of a crystal pony that is far from the case.
the tree has agency. it has the ability to change and alter the functions of what it creates. the box was never a box, but a seed, yet when tirek reared his head it altered the power of the box to function as a way to steal back the power he took and return it from whence it came. then it served its true purpose of becoming a that tree, yet even then it changed once more to become a lodging for twilight sparkle.
if anything the tree's primary fault would be it not taking into account the free will of those who have fallen into chaos, yet choosing to become chaotic has never, ever stayed or stopped its power before. and there is no reason it even could.

Actually Lapis stated this was only the first of testimonies from Rarity. There is most definitely going to be more. I expect there to be because Twilight stated earlier that Rarity refused treatment because she believed she was beyond cure. Her statement contradicts Rarity's current attitude which expresses the belief that she doesn't want to be cured.

I'm not advocating FIzzy's rationale here, merely explaining that this is what his rationale IS. He is himself a bit of a sociopath. He's an ends-justify-the-means character. The fact that what he wants sounds, from a purely logical point of view, like something good has nothing to do with the fact that he lacks empathy for the ponies he's altered in his quest for knowledge.
Trust me man, call me all kinds of crazy, but I definitely do not agree with him. But then, that does not mean I cannot see how such a person would come to the conclusions he has.
Also, If my math is right, I've got another... four to five chapters of story left.

Actually, the only mention of Rarity and Fluttershy's reasons leaving the hospital was from the medical report. Sweet Tart, Part 1 - "Patients Rarity Belle and Fluttershy have so far refused further treatment on the grounds that they do not consider themselves to be in a medically treatable condition."
The wording there is very, very precise for a reason.

So Rarity has become some sort of Succubus? Fascinating. I'm not sure how that fits into her view of "Prince Charming" though. I mean, her conscious desire wanted to find a Prince of her own and yet what she has become is the Prince from within?
I had always assumed her desire for Prince Charming was both a physical desire as well as a social desire. She wanted the handsome stallion with the princely status because he would be a good lover AND would connect her to royalty. So, I'm not sure how her current transformation satisfies the social part of the desire. Unless she can make thralls now. Then I guess she could build her own "kingdom".

The Tree's power and the Elements of Harmony are different. Not only are they different in what they do they are also different depending on who is using the power. Celestia used the Elements and banished Nightmare Moon for a thousand years. Twi and the gang used the Elements and stripped Nightmare Moon's darkness away from Luna. The Elements were used twice with two very different results.
I've said this before and I'll say it again. The Tree's power is a mystery. Celestia and Luna have no idea how to use it. If they did they wouldn't have removed the Elements from the tree to defeat Discord. They would have just used the tree itself.

I've read all your comments and I have no idea what you are going on about. The potion changes you. Rarity took the potion. She has been changed. Are you really surprised that after over two thousand applications of the potion, with the brew being altered based on the results each time, that there wouldn't be some cases of the potion altering the mind to accept the alterations to the body? I don't see that. She never agrees she simply is fishing for information. Fizzy Pop is making a bold claim saying he can wipe out several diseases that have plagued ponies for a long time. Why wouldn't the immortal ruler of the land allow him to explain how this is possible?
At the end of the conversation Celestia storms off to, presumably, get another perspective on Fizzy Pop's claims. She's being presented an extreme moral dilemma. Fizzy Pop's cure could heal ponies for thousands of generations to come. Is that worth the several thousand sacrifices now? I don't see her making a decision on this right now nor will she make it alone.

4794666 .......the elements and the tree are one and the same. the elements are its fruit. only difference is that the elements are mobile and the tree is not. its power is complete with the elements yet still great without them.
and they do not change with wielders either. celestia could not fully wield them as was forced to simply banish luna. the element bearers can truly wield them on a level even the regal sisters together could not, as they could purge the darkness in luna. not only that but the mane six could not only imprison discord once more, but reverse the damage he did, something the regal sisters could not.

I've never seen them as fruit. I doubt Lapis does either. Fruit, when taken from a tree, withers and dies over time. The Elements stayed just as powerful over a thousand years. In fact, it was the tree that weakened and not the Elements. The relationship between the Tree and the Elements is vastly more complex than "fruit".
Would you please explain what you are basing this off of? Nothing in the show ever suggested that Celestia failed at using the Elements to their full potential.
When the Elements were picked up by Twi and the gang, they changed. Nightmare Moon pulverized them and then they were reformed to match the Mane 6. Thus, the user does in fact have a powerful affect on the Elements and how they work.
Even with all this said, it does not change the fact that the Tree's power is a mystery. Up until Tirek the power of the Tree had never been invoked. Once. It has been used one, single, time. If you've seen the Season 5 spoiler from Comic Con then you would know that Twilight doesn't really know why she has the castle or what she's supposed to do next with the power the Tree unleashed. Again, the Tree's power is a mystery. Even after using it Twilight doesn't really understand it, not yet anyway.

As a continuing note, it has been a running theme of my stories that the Elements of Harmony and all associated powers unto themselves are vastly misunderstood or sometimes not understood at all. Their primary use has often been one of deterrence in terms of theme. Which is to say, they're the closest thing Equestria has to a nuclear weapon stockpile. Literally, it is meant to be a weapon of the Last Resort, reserved only for those situations wherein no other force of nature could keep the Tree (And by extension, all of Equestria) from being destroyed.
In the case of THIS story, the reason for the Elements (And by extension, the Tree they are powering) not being used is actually a very simple, straight forward one as I have said before. What's going on here is not terribly complex, and if you step back from the situation and THINK about the players involved, the nature of the Elements and exactly what seems to have happened to some of these individuals, the answer should become a lot easier to suss out.
That being said, I am going to enjoy how I explain it in story, since it reflects some of the deeper themes about this story I've been trying to convey.
4794984 if you think about it the tree is not a deterrent. it is an entity that seeks to sustain harmony, as shiftin to either side of the scale too much can cause harm. be it the loss of order and stability to the world being suffocated by an oppressive rule till the world falls in on itself.
also i do not understand how the elements could even be considered seperate to the tree's power. the power is one and the same, yet the reason why the elemetns could be removed is sitll uncertain. maybe like fruit, if the tree were to die, the elements would 'seed' somewhere so it could be reborn.
either way what limits the tree itself is its lack of mobility. it cannot help sustain harmony where it is and must find avatars of harmony in order to do so. thus the element bearers. and in this case we have a combination of several thousand ponies being hurt and two of the bearers amongst that number, and both having gone mad as it seems. the unity is disrupted and two of its bearers are suffering and many lives are now in disorder.
the tree might not be able to send a beam o change you back, yet it far from means the tree is incapable of giving some aid or directoin. it produced what would become the crystal tree castle after all. could simply produce a plant wit properties that could be used to counter the poison that has caused so much harm, though of course those properties would have to be isolated properly.
