Concept: Mostly his supervillain gig involves breaking into various museums and similar establishments to screw with them. He doesn't steal anything; He just tilts all the paintings, rearranges the displays, and futzes with the security systems so they go off at completely random times for no reason all day. Sometimes he breaks into the cameras so he can watch.

Also, he wears a second, smaller mask over the mask marking he already has. When asked about it, he smiles sadly and says "Aesthetic" before giving the asker a noogie and leaving.

The art style and the mask-like splotch around his eye make him look like a deranged Power Pony villain.

...that sounds kinda reasonable saying it out loud. I'd love to see him annoying and just generally frustrating a group of superheroes. Considering he's just now bonding with Spike over comics, it doesn't even seem unlikely.
