So, Red Hood has a code apparently

So, I just found out Red Hood has a code apparently. "No women or children." Problem: One of the Traditionalists behind Twilight's murder is apparently a female.

Anyone know of any loopholes? Can Red Hood beat the stuffing out of her?

Bateman Rules: he can put her in a position where death is inevitable, without (unlikely, improbable, or impossible) outside interference. Tied to a train track, unconscious, crippled (from being beaten savagely), in the middle of a wasteland, or otherwise unlikely to have bystanders, with trains that would take to long to stop? Perfectly fine, and abiding by his code (barely), since it was the train that killed her.

'No women or children' is basically saying no innocents and assumes that the children and woman are not involved in the bad stuff the men are up to. If a woman was actively involved then she has given up her status as an innocent caregiver to children and how falls into the same category as men: fair game.
