Apparently, if you publish chapters while the story is unpublished (such as, for instance, a prereader or editor to read before publishing), then the story won't send a an update to your feed.
That is to say, I will make a blog post when I publish a new chapter, so you should get a notification if you've subscribed to the story.
So, chapter 3 is up now.
The problem is that when you publish a chapter, all existing chapters on a story have their 'notification switch' flipped, even if they aren't published themselves. There's a way to fix this issue, if you've got the time to do some copy/pasting:
1. Copy all the text in your currently unpublished chapters into another, temporary home (word, google doc, notepad; whatever is easiest and can preserve your formatting)
2. Delete all the unpublished chapters. Not just the text in them; the chapters themselves need to to be removed from the story.
3. Create a new chapter, paste in the corresponding text, and publish it when you're ready.
4. Repeat step 3 whenever you want to publish a new chapter. Don't create more than one unpublished chapter at a time (unless you're planning to release them all at once), or else you'll just recreate the problem all over again.

Why make it so complicated? Just make a new chapter, copy in the formatted text from the old chapter and then delete the old chapter.

Been some time since I had the problem but I think it really only comes up with the chapters you already published before submitting the story.
In my experience if you link someone to a password-protected, unpublished story, all chapters will be automatically visible even if unpublished. That's what's happened when I've had people preread my stuff, at least.

It can definitely trigger after you've submitted the story. I had one that I submitted with three chapters that I was releasing one at a time. Before I got to #3, I had added several more, but I realized somewhere around #5 that the notifications were no longer going out. I cleaned everything that was unpublished out and from then on it started working normally.
