Qilin/Kirin
A very cultured race of half-pony dragon hybrids that reside on the continent far to the west of Equestria. Being half-pony, they have simpler cutiemarks, and also maintain their lands, while inheriting a bit of love of gold and treasure from their dragon roots.
Types:
There are several varieties of these hybrids that are easy to identify to a knowledgeable observer. They're all capable of breathing fire, its color usually coming close to the color of their scales or mane. The different kinds of Qilin reside in separate nations within their continent of Qirrai, and only unify when threatened as a whole.
Qilin: Sharp claws, powerful fangs, strong, and incredibly docile. These Qilin are keen at searching out gemstones, and are difficult to anger. However, if angered, it takes a while for them to simmer down. They reside in the plains and valleys of Qirrai.
Winged Qilin: Light and less durable, they are instead agile and can fly. These qilin make their homes in the mountains of Qirrai and are typically given roles as emissaries for their ability to cross great distances in a short span of time.
Kirin: Residing of an island nation off of Qirrai, Kapan, these landbound isolationists prefer to keep to themselves, separating themselves from their qilin cousins by calling themselves kirin. Kirin are distinct for being able to wield magic, having dragon-horns that work in a similar fashion to a unicorn's horn.
Gemmed Qilin/Kirin: A rare variety of these hybrids, their scales shimmer like gemstones, and are typically found in the position of leadership or an elder sage in the western lands.
Society:
Qilin and Kirin are built around a strong sense of unity, although Kirin stick to their own race, as apposed to Qilin who are more open to outsiders.
Qirrai is made of thirteen territories that each contribute in some way to the well being of the whole nation. Each territory is ruled by a Gemmed Qilin.
Kapan is unified under a single Gemmed Kirin, who claims to wield magic on par with an alicorn. Kirin are almost hostile to qilin and other races, but are warm to ponies, and are often the first to greet any pony visitors sailing from the east.
All qilin/kirin carry a strong sense of tradition, and have fond ties to their pony and dragon bloodlines.
Diet / Lifespan:
While not quite inheriting the ageless nature of dragons, qilin are long lived, typically living twice the lifespan of ponies. Qilin don't lay eggs.
In the present age, qilin/kirin are born from qilin/kirin, as dragons have long since kept to themselves in the lands far south of Equestria, severely limiting the birth of children from a pony/dragon coupling.
While they can eat green foods like ponies, they get a more filling meal from gemstones, and their lands are plentiful of their hard food.
Geography:
The lands of Qirrai and Kapan are varied, and mountainous. From deserts to swamps and jungles, the continent is quite large, and so is the qilin race.
Qilin/Kirin can be found in Equestria, though they typically don't settle down there, feeling an instinctual pull to their origins in the continent to the west.
Relations:
On good very good terms with Equestria, often coming to their aid when they can. However, because of the large ocean that separates the two lands, any calamity that befalls Equestria is typically resolved before qilin aid can arrive.
They have a strenuous relationship with the dragons. Both races prefer to have as little to do with each other as possible.
History(as described by Sunset):
“Qilin/Kirin have been around long before Equestria was founded. In fact, Qirrai is believed to be the oldest nation in the world. It's said that when our nation was named, a gemmed qilin named Charon was present to bless our union.” Sunset then looked off in the distance, a conflicted look on her face, “Spike's often asked if we could visit Kapan and Qirrai sometime. With everything that's going on, I'd like to take him, but...”
I've tweaked the Lamia and Changeling post to match the layout of this one.
You really have expanded on your own universe.
3277718 I may be getting ahead of myself, but I want my 'verse to be bigger.
3277735 We need to go deeper for that to happen.
Syntactical ambiguity!
3277997 What this actually means is that they cannot eat red foods, unlike ponies. Let's not even get started on purple foods!

Let's eat Granny.

Oops... what I meant was "Let's eat, Granny."
So, Qilin are earth pony-dragon hybrids, winged qilin are pegasus-dragon hybrids, kirin are unicorn-dragon hybrids, and gemmed kirin are alicorn-dragon hybrids

Not quite. Gemmed qilin/kirin are just rarer versions of said types that are supposedly better at what they do. There are no qilin/kirin that have the traits of all three types, but if there was, they would be pretty powerful.
3293725 Ah.
My second guess was crystal pony-dragon hybrids.
Now I can't help but imagine Celestia meeting up with a handsome young dragon
