A simple question here, but how are character tags to be used? Those who have the most screen time? Everyone who shows up?

Only the major characters of the story should be tagged. That's why it's limited to five tags.

I always thought of it as "major characters". Exactly what counts as "major characters" will differ from story to story, of course; in "A Dangerous Sparkle", I'd think that Twilight, Spike, Pinkie and OC (covering Long Road and possibly Soft Mane) would be on the list.

It can't be "everyone who shows up", because there's a limit of five per story, and very few stories have less than five characters (except very short ones).
