I remember driving into Canada sometime shortly before 2001. I pulled up to the booth with the Canadian border guard, and couldn't find my driver's license. She looked at me, said, "Oh, that's okay," and waved me on through. Seriously, they used to just look at you and decide whether you looked like a nice person.
(I am well-practiced at looking like a nice person.)
Now I can't even go to Canada because my passport has expired.
