All Wave and her friends want to do is colonize Equestria, rapidly build up a post-scarcity society with a population of a few billion, and use it to spread onwards through the galaxy. Luna is not amused.

Because obviously just telling her why you found her suggestion grotesque wasn't an option. Instead, she thinks kobolds are a magic-siphoning Malthusian catastrophe waiting to happen. This won't end well. Not unless Twilight really steps up her diplomacy game, and even that's far from a sure thing.

Had Luna begun by explaining her fears that the Kobolds would rapidly outstrip Equestria's carrying capacity, rather than by proposing what appeared to her to be a solution, the entire situation could have been avoided.
The kobolds are amusing, but they're nothing but trouble. They gonna leave no room for any other life on the planet, invasive species. Luna needs to wipe them out
10514654 That's very plainly Luna's fear, but is it realistic? The Kobolds have the ability to make any molecule, substance, etc. that they need, so long as the basic chemical elements are there. They can turn their waste and trash right back into food, water, and usable goods, with very little if any going to waste. They can spend large amounts of their time in the virtual world while their bodies lie dormant, which seems to be at least as appealing as reality, if not moreso. I suspect that rather a lot of Kobolds can live happily in rather a small space. They enjoy living underground. They don't require the open space that Ponies do. The use of boobytraps is perhaps an unfortunate cultural trait, but they don't seem malicious about it.

They could eventually strip the planet of all the resources, then move on to a new planet, like they seem to be doing on other planets. If the dragon-kobold hybrids retain the dragons ability to breed with anything, they could eventually just, breed the planet into kobolds. Kobold prime directive seems to breed and spread population across galaxy.
Kind of disappointed that Luna didn't even *ask* why the kobolds found her proposal so offensive. Or, y'know, attempt to discuss the sustainability problem, which presumably the kobolds plan to address by launching more space rafts. On the other hand, it's sadly in character for Luna not to ask the obvious question and for the kobolds not to be able to articulate their issue with "don't breed like bunnies" in useful terms.
11162677 Launching space rafts doesn't solve the over-breeding problem. Once they launch space rafts they're no longer in a hurry and theoretically can start having kids at a more sane rate, though. No one knows if this has ever been actually accomplished since everyone's a descendant of the people who went on every space raft to date.
Wave does casually mention at some point that she kept having lots of kids after the message went out to stop having lots of kids because she didn't notice. If too many kobolds did this... well...
