For a man who was aged to +110, Kellogg didn't have any regrets, only determination. Living seventy years from the day Shaun was kidnapped made Kellogg apathetic to the responsibilities and emotional attachments of being alive.
He, much like how I imagine many people within the Institute, are apathetic to the suffering because they've never been so emotionally devestated (Nukes drop, Nora shot, son stolen), so completely and utterly manipulated into being a test subject (Vault Tec.), that they've never felt the need to use their vast resources and capabilities to expand into the wasteland and make it a better place. Kellogg and the Institute are so focused on making changes inward to have everything appear perfect, that when one scientist disagrees, they brand him as a renegade, and then send their top agent after him to reclaim him.
It's not so much as Kellogg's fault some guy he was told to leave alive seventy years ago came back seeking revenge, in Kellogg's mind, it's the Institute's fault for letting him out, and it's the wasteland's fault for not killing Nate off.
In Kellogg's mind, and the collective minds of the Institute, they're doing absolutely nothing wrong by sending out their best man to drag the scientist back.
Heartless is a word I would describe Kellogg and the Institute, but my main point is you can't have regrets if you feel as if you haven't done anything wrong.
