That's one of those cases where I'd like to have more information first before judging the situation.

How did that happen exactly? Did he commission you, you drew the picture for him and when you contacted him for payment afterwards he simply never responded?
If that's how it went, did you contact him again and ask him if he has sudden issues with payment because of a changed financial situation on his side that he couldn't see coming? It's in the realm of possibilities that he is afraid or embarrassed to admit that he suddenly can't pay for it anymore.
If you did that, did he respond then? If the answer is yes, what did he say and how was your reaction to what he said?

Or did he not respond when you contacted for payment and you never asked him if there is a reason for the lack of payment that is beyond his control?

Was it really a "He actually ripped you off to get a picture drawn for free" situation or is there more to it?

I see. I guess commissioning others after ignoring your messages won't mean that he can't pay because of a sudden financial emergency, so cautiousness is in order with him.
Neither do I think he should be banned from getting commissions forever, though, people can change. Asking for the full payment upfront before starting to work if he is the one who commissions you is recommended and would be the best course of action.
