It is defintely possible, but I do think that we should wait till the admins can conjure some better group commands and a privacy setting so we can restrict it just for us dedicated reviewers and not every joe.
The problem was that we were sitting at 350+ members, and it was incredibly hard to manage that many people and monitor their comments.

I've been thinking of possibly reforming OUTSIDE of FIMfiction's group system. So, instead of waiting for site admins to implement an efficient way of governing our groups, we go ahead and form an external source (Though that is to be decided)

Only issue with that is that it's a hassle for that large number of authors that was coming to us for reviews. That's been the issue all along with that. But if it's what we need to go with, I can set up something on Invisionfree. It's free over there to make a forum and stuff.

I realise a very simple solution to your problem is to actually state in the group who are the 'official' reviewers and who are just putting in their two cents. By using coding to restrict, you do just that. Restrict. Might as well just have a private group off-site or pass links around via WLM or IRC.
But the point of it is that the group is a community, but only certain voices in the community should have any actual power of voice. The rest, you take CARE of, but you don't necessarily have to govern. If one of your members is misbehaving, then the one being picked on can in fact, complain to these leaders and you guys take care of the situation instead of letting it all ramp out of control.
Having a clear list of who OFFICALLY represents you takes out the need for wating for coding, privacy, restrictions, and keeping people from what they're there for in the first place. And this isn't really any different than anyone trying to impersonate someone else. If I made the claim that I were a pre-reader right now, you could easily go to EQD and check the list. And that lends weight to what I say and my actions. In fact, if I acted like a complete tool and you found out that I wasn't on the 'official list', it aids YOUR position.

New group? I'd like in, this time I think we ought to focus on helping writer and should not in any way draw attention and downvotes to fics, rather than adding stories to folders (save ones we like) we should keep everything in the forums methinks and make NO "bad fic" folders. Also, if AT ALL POSSIBLE, make the group as invite only as possible. I don't have as much name recognition so could you guys help me track some of the kinder reviewers and old admins down? I'd really like to see the positive side of our former glory restored.
How about the name "FiMFiction/Fanfiction Explorers" possibly with the tag "From the ashes of the TWE" (Acronym only to add some mistuqe!)

We've already taken the liberty of collecting our old reviewers.
We are VERY connected through Email/Skype/Steam.

Posted this in the now-infamous blog and it is what I truly believe of the group.
That being said everyone that's posted here so far with the inclusion of sierra and KillerSteel among others are people that I would consider "nice". I believe that in order for our new group to succeed we must [a] promote good fiction [b} make no folders for bad fiction, virtually at ALL [c] have our "worst" folder go no worse than a very gentle "needs improvement" if not striving to keep the stories confined to the forum completely [d] have STRICT member control and have each new member have a "trial period" before they are booted automatically, they CANNOT simply click "Join Group" and get away with spamming our name everywhere OR applicants must provide MULTIPLE reviews so that we can asess them more in depth [e] strive to make this the elite of the fic reviewers on the site but stay away from the stigmas of our past and that of EQD.
That my four-dollars-and-sixty-cents on the matter, what say you guys?

After I read the comments from the TWE in this story (Deviance) I was honestly shocked how anyone could think they were helping the author with their comments, and yet they just kept on going despite his/her pleas for them to stop. So I just want to ask you all to make sure your new groups criticisms never get anywhere near that level of insulting in the future.

Thanks mate. I don't think any of us realized the weight of our presence on the site, until this weekend.
Damn...when you've got a notorious group of 300+ people going around the site, it's a bit hard for everything to just die quickly. To think I was part of something so powerful and impacting...it's mindblowing really.
I, for one, would welcome another Explorer group dedicated to reviewing. Although we tried to make TWE a group for criticism, the fact is that it started off as a place for people to laugh at bad-fics. This time, perhaps we can start off on the right foot.
Like I said many times before, I'd be happy to assist you guys in this mission. In the meantime, I suppose I'll fly solo. Keep me posted, especially since I don't have skype, yeah?
