Rules Of The Manehatten Underworld
1. The Don of the family is to be obeyed without question. Any who revolt against the Don, or the family, is to be excommunicated or, upon The Don’s Order’s Only, exterminated.
2. You cannot kill a member of the family unless given permission by the The Don.
3. All serious disputes are to be settled in meetings or, if need be, duels arranged by the Don’s of the families involved provided the families are not at war.
4. There is to be no use or involvement with Drugs, Slavery, or Foal Services (indentured or sexual) less they face the wrath of the remaining families.
5. Weddings, Birthdays, Baby Showers, and Funerals are to be considered sacred and no business is to be conducted at these events. Failure to do so is grounds for war.
6. War can only be declared by The Don of a family, and they must let the other families know he or she is going to war.
7. You must get permission from The Don to hire mercenaries, assassins, or other outside figures if using family funds. This does not apply to your own funds.
8. It’s better to bribe and threaten law enforcement, only kill if you have no other choice.
9. Betrayal is to be answered with blood.
10. Under no circumstances are The Royals of Equestria to be targeted, bribed, involved or even spoken to. They are to remain as little involved with business as possible.
11. If a family is overtaken by another family, they inherit what they take and decide the old families fate,
12. Every Sixth of June, the Don’s of the Families will meet on Neutral Ground for a full day discussion every year, even if families are at war. No business of any kind is to be done on this day.
13. When a Don dies while in power, his will is to be followed to the letter. If they step down, this doesn’t apply.
14. On his or her child’s wedding, The Don will listen to the requests of all his loyal soldiers and do his best to see them happen.
15. Anypony can be The Don of the family regardless of age and gender. The only requirement is that they must carry the blood of the family or officially adopted.

I think you forgot that the Don is also supposed to grant any request within reason to anyone that is asking for his or her help with any matter. This includes but is not limited to Money, revenge, traveling out of state or country, entering state or country.
All fun and games until a smaller family orders a hired gun to take out the capos of the weakest family of the Commission.
And by that, I meant the Pegorino Family ordering Niko Bellic to take out the capos of the Ancellotti Family in GTA IV...good times.

Me and a Friend have been lookin to start an Rp centering around Coalition of Mafias, Mobs, Yakuza, ect..... that secretly control all the major world powers from the shadows maintain peace throughout the world. mind if we use these rules, only slightly edited to remove mentions of Ponies and Equestria.
