At least their letter indicates that they like your work. Better than most authors on this site would have gotten.

Not to be a negative Nancy, but that matches a form letter. A copy pasted message that they can bulk send due to the number of submissions. Not to belittle the value of getting rejected. Getting rejected is good. I had a small celebration with friends to celebrate the burning of my 10th rejection letter. But keep it up. If you keep throwing mud at the wall, eventually something sticks. It worked for me! :)

I wouldn't doubt that most of it is form letter, but the bit about being in consideration until the final round feels to me like it was probably added in by hand. That's actually a good sign; all they owed Dubs was a boilerplate "no", so any sign of encouragement means that they're hoping for a resubmission later on.
Well at least you were considered until the final round. That's something!
