(Note: I love all the following Ponies. I've also wanted to take each one across my knee at least once)
1. Rainbow Dash. While I love her, Dashie's reckless disregard for her own safety and seeming inability to consider the consequences of her actions definitely earns her top spot on this list.
2. Twilight Sparkle. Twilight's normally a sweet, kind and smart mare. However, when she gets stressed out all that goes out the window and the next thing you know she's casting dark magic on the whole town. Lesson Zero should have ended with her getting a royal spanking.
3. Rarity Belle. Bad Rarity! We do not ditch our friend's birthday party to hobnob with Canterlot snobs! Bad! *SMACK!*
4. Pinkie Pie. I think I'd just put Pinkie in time-out. If I spanked her she might enjoy it. Though, on the other hoof maybe we both would.
5. Fluttershy. Hmm, the only time Fluttershy even earned a spanking was for making Pinkie and Rarity cry. And she apologized for that. There's no way I could spank her even if she did deserve it.
6. Applejack Apple. I'm not saying she doesn't deserve a spanking, it just doesn't seem wise to spank a pony that can buck trees in half.

Absolutely agree that Rainbow takes the first place: she's overdue for so many spankings especially for that broken weather factory. Sometimes I think that Twilight should prescribe her a course of spanking, that is giving Dash a good whopping at the end of each week for a moth or two, because I feel like it's exactly a frequency at which Dash comes up with some stupid or/and reckless idea.
Disagree about Twilight being on the second place. She doesn't deserve punishment she has some anxiety problems. What she needs is some love and understanding from Celestia as well as a private course of anxiety control. With tea, meditation and stuff. All in all Twilight, in my opinion, deserves the 4th place.

Also I'd swept Fluttershy and AJ places for obvious reasons.
If you are afraid that Pinkie might enjoy it, than you should use some serious implement, a paddle or a belt for example.
